- Notice Information Solicitation: N00421-14-R-0051 Agency/Office: Naval Air Systems Command Location: Naval Air Warfare Center Aircraft Division Patuxent River Title: Update Strategy Notice for 7.2.6 Information Assurance Support Services Follow-on INTRODUCTION The purpose of this notice is to provide an update to vendors on the anticipated strategy to the noticed posted on 12 December 2013 to the Naval Air Warfare Center, Aircraft Division (NAWCAD), Code 7.2.6, Cyber Security Division for Information Assurance Support Services to perform Information Systems Security Management, Computer Network Defense, Compliance and Assessment and Cyber Security Management Services. This notice is for informational purposes only and should not be considered as a request for proposal or as a solicitation to do business with the Government. There is no solicitation package available at this time. DISCLAIMER THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. QUESTIONS WILL NOT BE ENTERTAINED AT THIS TIME. BACKGROUND The mission of the Naval Air Warfare Center, Aircraft Division (NAWCAD), Code 7.2.6, Cyber Security Division, is to develop, implement, and manage an effective Cyber Security Program. This includes labs and test environments under its cognizance operating at an acceptable level of risk, ensuring the Confidentiality, Availability and Integrity (CIA) of these systems and networks. NAWCAD 7.2.6 ensures all users of government computer systems and networks under its purview are trained on Cyber Security policies and procedures in accordance with Department of Defense (DOD) and Department of Navy (DON). NAWCAD 7.2.6 also provides reports to the Naval Network Warfare Command, Navy Cyber Defense Operations Command (NCDOC), and Naval Air Systems Command (NAVAIR) Designated Approving Authority (DAA) on various issues such as incident investigations and reporting compliance with IA Vulnerability Management (IAVM and Certification and Accreditation (C&A) for all NAVAIR Networks. The requirement is a follow-on procurement. A competitive procurement is expected utilizing GSA Alliant Small Business GWAC. This procurement is anticipated to be a 100% Small Business set-aside. The contract type is anticipated to be Cost-Plus Fixed Fee (CPFF) and Cost-Reimbursable ODC'S. The resulting contract will contain a base year with 4 one-year option periods for a total contract period of performance of 5 years. In addition, the resulting contract shall provide support services primarily to NAVAIR, located at Patuxent River, Maryland with some performance at other NAVAIR or Navy sites, as appropriate. Contractor personnel shall be expected to perform their duties on-site at the Government facilities. Support for Information Assurance Support Services is currently provided under task order number W91QUZ-06-D-0012-F703 (awarded to General Dynamics Information Technology). The task order has Cost-Plus Fixed Fee (CPFF) CLINs and Cost-Reimbursable Other Direct Cost (ODC's). Additional information requests in regards to the aforementioned contract can be made to the NAVAIR Freedom of Information Act (FOIA) website at http://foia.navair.navy.mil. It is anticipated that the solicitation will be issued in the February/March 2015 timeframe, and it is anticipated that the award will be issued in the February 2016 timeframe. Please note that these dates are strictly estimated timeframes. ELIGIBILITY The appropriate Product Service Code (PSC) is D310. The North American Industry Classification System (NAICS) Code is 541512 with a Small Business Size of $30 Million.
