Description
THIS IS A Sources Sought Notice ONLY. On behalf of the Headquarters Department of the Army (HQDA) with the Assistant Chief of Staff for Installation Management (ACSIM) Base Realignment and Closure (BRAC), the Mission and Installation Contracting Command Center Fort Sam Houston, Texas is conducting SOURCES SOUGHT SYNOPSIS (SSS) pursuant to FAR Part 10-Market Research. Interested sources should respond to the questions presented within this announcement. This notice shall NOT be considered a request for proposal, quotation, or an invitation for bid nor does responding to this SSS guarantee or exclude your participation in the forthcoming acquisition process. Any information provided by the Government under this notice is preliminary and may be updated or changed prior to release of the solicitation. The Government will NOT award a contract solely on the basis of this notice, nor will it be liable for any costs associated with preparing and submitting a response to this notice. All submissions will become Government property and will not be returned. In accordance with FAR 10.001(a)(3)(i), in order to determine if sources capable of satisfying the agency need exists, the Government will consider all SSS responses received, particularly those received from 8(a), HUBZone, SDVOSB, WOSB, or small businesses. Responses to this SSS permits the contracting officer, in accordance with FAR 19.203(c), to consider an acquisition for the small business socioeconomic concerns (i.e., 8(a), HUBZone, SDVOSB, or WOSB programs) and to consider a small business set-aside (see 19.502-2(b)). Small businesses, in all socioeconomic categories are highly encouraged to identify capabilities in meeting the requirements at fair market prices. The information received from this SSS will be used by the Government as a preliminary planning tool for the purposes of obtaining information regarding the availability and capability of qualified businesses under the North American Industry Classification System (NAICS) Code 541618 with a size standard of $15 Million as measured by total revenues. A Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated. The anticipated period of performance is one Base Year of 12 months and two (2) 12-month option years. EXISTING CONTRACT: The U.S. Army currently contracts for BRAC Program Management services with a Firm Fixed Price (FFP) service contract vehicle. The current contract was awarded with a one year base period and two one-year options under Contract Number W91WAW-13-C-0009 to Calibre Systems, Inc. For informational purposes only, historical data regarding the dollar amount of task orders awarded under the current contract may be found on www.fpds.gov. BACKGROUND: The U.S. Army requires information to determine the availability of resources to provide program management, technical, policy advice, recommendations, and support with proven experience and expertise in BRAC actions, financial management technical and programmatic support, real and personal property conveyance of BRAC 2005, Legacy BRAC and non-BRAC excess properties, environmental investigations, remediation and restorations. This is a non-personal services contract and the Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who in turn is responsible to the Government. SUBMITTAL INFORMATION: The Government will not review general capability statements, please ensure submissions are tailored to this requirement and information requested below. There is a ten (10) page limit, which offerors shall submit in PDF or MS Word Format. In order to achieve a thorough understanding of your firm's capabilities, please provide a short but detailed explanation for each of the questions below. Cover Page. Financial management, technical and programmatic support: Describe your ability to provide financial management, technical and programmatic support with the goal of ensuring the most cost-effective and timely use of resources for the implementation and management of BRAC in accordance with section 5.2 Resource Management of the attached Performance Work Statement (PWS). 2. Technical management and recommendations to support real and personal property conveyance of BRAC 2005, Legacy BRAC and non-BRAC excess properties managed by the BRAC Division: Describe your ability to provide technical management and recommendations to support real and personal property conveyance of BRAC 2005, Legacy BRAC and non-BRAC excess properties managed by the BRAC Division in accordance with section 5.4 Conveyance of the PWS. 3. BRAC Environmental Management Support: Describe your ability to provide BRAC Environmental Management Support for environmental investigations, remediation, restorations and real property transfer actions which are underway at several designated BRAC and Non-BRAC locations throughout the United States in accordance with section 5.7 Environmental Management Support of the PWS. 4. Manpower, skills, education, experience: Describe your ability to provide personnel with the necessary skills, experience and education in order to successfully perform the work in accordance with Part 5: Specific Tasks of the PWS. Provide information on the skills, experience and education of the proposed manpower. In particular, describe your ability to provide the following: (a) a program manger and alternate program manager in accordance with section 1.6.27. of the PWS; and (b) BRAC Environmental Coordinators capable of performing the work described in section 5.3 of the PWS. 5. BRAC Environmental Coordinators (BECs) experience requirements: Contractor BECs shall possess extensive theoretical and practical knowledge that pertains to environmental investigations, remediation and restoration techniques, methodologies and practices for all environmental media. Contractor BECs shall also possess extensive regulatory knowledge in areas of the environment, natural and cultural resources, general engineering and management principals, as well as extensive experience executing large and complex multidisciplinary actions at Army installations being closed, in accordance with the regulations, policies and procedures of the Army BRAC program and associated governing law. 6. Security clearance: Describe your company's ability to comply with the security requirements under this contract in accordance with section 1.6.6. Security Requirements of the PWS. 7. Explosive safety/Explosive Ordnance Disposal: Describe your ability to provide expertise in military munitions and explosives in accordance with section 5.5 of the PWS. 8. Procedures specific to BRAC: Describe your ability to perform specific BRAC procedures in accordance with Part 5: Specific Tasks of the PWS. 9. Reports requirements: Describe your ability to comply with the reports requirements in accordance with Technical Exhibit 2: Deliverables Schedule of the PWS. 10. Prior/current experience performing efforts of similar size and scope within the last five years, including contract number, organization supported, indication of whether a prime or subcontractor, contract value (and value of subcontract, if a subcontractor), Government/customer point of contact with current phone number and email address, and a brief description of how the referenced contract relates to the services described herein. The respondent may identify any unique characteristics or alternative solutions to the performance of work. 11. Do you believe all aspects of this PWS could be performed by the small business sector? If not, please specify/describe which areas best suited for subcontracting to the small business Provide suggestions on how the requirement could be structured to facilitate competition by and among small business concerns. Describe any conditions, if any that may limit small businesses from participation. Security Clearance: Contractor personnel performing work under this contract will require a current Secret clearance at time of the proposal submission, and shall maintain the level of security required for the life of the contract. Although this is not a classified contract, the Contractor will need a security clearance in order to access systems required for work under this contract. An interim security clearance MAY be granted on a case-by-case basis. ACSIM will NOT assist with obtaining clearances. The following attachment is included with this notice: DRAFT -BRAC Program Management Performance Work Statement (PWS).
