Description
The U.S. Army Corps of Engineers (USACE), Rock Island District, intends to procure repair services for three vertical axial flow turbine pumps (American Marsh, Series AMP480, Model 24AJ-2 Stage) located at Big Creek Barrier Dam, Saylorville Lake near Polk City, Iowa. The repair services for all three pumps MUST be completed in 26 weeks from date of award. The Big Creek Remedial Works provides immediate flood protection to Polk City. Polk City is a community of approximately 5,000 people with city limits of 4.5 square miles. It is one of several rapidly growing communities adjacent to the Saylorville Reservoir. Significant urbanization and land use change in the 17 sq mile Big Creek watershed has increased flow frequency, rate and volume of water entering Big Creek Lake and the Barrier Dam ponding area. Water from the Barrier Dam ponding area must then be pumped into Saylorville Lake or it backs up into Polk City. Inadequate pumping at the Big Creek Barrier Dam ponding area floods sewage lagoons, potable water wells, utility infrastructure, city and private property in Polk City and the USACE pumping station. Millions of dollars of private and public infrastructure are at risk of inundation while this pumping station is inoperable. Should these three pumps not be repaired by September 2015, temporary pumping to supplement may have to be installed, but would be extremely expensive and inadequate. We have deployed temporary pumping at this station before (2004, 2008 and 2010) and per month. Supplemental pumping alone will not be able to provide the needed capacity should they be necessary. The U.S. Army Corps of Engineers intends to procure the repair services on a sole source basis as implemented by FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Per FAR 6.302-1(a)(2), When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. The U.S. Army Corps of Engineers, Rock Island District, intends to enter into a firm fixed-price contract with Pentair Fairbanks Nijhuis of Kansas City, Kansas for the following services supporting the repair of each of these three pumps. The repairs are to return each of the pumps to full service and include but are not limited to the replacement or repair of lower two stage bowl assemblies, modify tube adaptors as necessary, modify enclosing tubes as necessary, replace shafts, repair all damaged welds, finish machine all register fits on column pipes and motor pedestals, replace external lube lines with internal lube lines, replace line shaft couplings as necessary, replace line shaft bearings, replace top tube tension bearing housing and machine top tube adaptor as necessary, replace all lube lines, and lube line guards, top tube tension bearing housing, gaskets and miscellaneous hardware as necessary to complete pump buildup, prepare and epoxy coat the interior and exterior of column pipe, the outside of the bowl assembly and bottom and top of the pedestal, install new stainless steel propellers on stage 1 and stage 2, assemble the pumps and complete pump testing to develop and provide pump curves for each of the three repaired pumps. Deliver to the Big Creek Barrier Dam pumping station on Saylorville Lake with a 1-year warranty. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any System for Award Management (SAM) Database registered business that believes it can meet all requirements of the services listed above and is interested in providing a quote if the requirement above was competed SHALL give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by Thursday February 12, 2015 2:00 PM CST. A capability statement should include at a minimum; catalog cuts or other documents that demonstrate your firm has manufactured and repaired grease lubricated two-stage axial flow pumps of this size, documentation that you have successfully completed work on USACE projects in the past five (5) years, and a listing of three (3) or more projects of similar scope that your firm have successfully completed within the last five (5) years along with a customer point of contact for each effort. A determination by the Government not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The U.S. Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed. In order to receive a Government award, a firm must be registered in the System for Award Management (SAM) Database (www.sam.gov). Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information. The NAICS code for this procurement is 811310.
