- This sources sought announcement is for information and planning and market research purposes only; it is not a commitment to the Government. A contract may not be awarded as a result of this sources sought announcement. The Mission and Installation Contracting Command-Fort Belvoir (MICC), on behalf of the Arlington National Cemetery (ANC), intends to purchase and install historical exhibits for the artifacts stored in the Display Room of the Memorial Amphitheater. The contractor shall provide a capability statement that addresses how the vendors will provide the supplies, material samples and equipment necessary for the design, fabrication, delivery, installation, and demolition of a portion of the existing exhibitory in the Arlington National Cemetery Memorial Amphitheater Display Room. This is a follow-on to work completed in May 2014. All new work shall match the existing exhibits exactly, with no deviation of materials, color, images, and image quality to meet the government minimum requirements IAW with the following specifications: Two (2) Medium Density Fiberboard (MDF) panels with graphics oShall be 60 quote mark x160 quote mark x3 quote mark oShall be wall mounted oShall replace tall vertical panel currently displaying the full honors wreath ceremony oShall match the other eight existing panels exactly oShall possess necessary shop drawings to ensure the custom fit of each of these panels with graphics in these two locations within the Display Room oShall have the capability to print graphic section on canvas and mount to the existing panels oShall produce canvas printed graphic in dimensions of 118.5 quote mark by 63.25 oShall posses necessary shop drawings to ensure graphic section will fit into the custom frame exactly oShall complete all necessary graphic design work required for these revised panels. Please see attached Pictures 1 and 2 Three (3) MDF panels with graphics oShall be 60 quote mark x48 quote mark x3/4 quote mark oShall be wall mounted oShall be mounted on standoffs oShall match existing panels exactly oShall complete all necessary graphic design work required for these revised panels. Please see attached Picture 3 Four (4) MDF panels with graphics oShall be 37 quote mark x 43 quote mark x quote mark oShall be wall mounted oShall match existing panels exactly oShall complete all necessary graphic design work required for these revised panels. Please see attached Picture 3 Removal of Two (2) Freestanding wall units oShall demo and remove two (2) freestanding units approximate size of units 125 quote mark wide x 96 quote mark tall x 16 quote mark deep oShall remove artifacts and glass cases and turn over to ANC personnel immediately oShall dispose of all waste off-site (none to be left at ANC) One (1) base for Winged Victory Statue oShall be 28 quote mark tall x 24 quote mark wide x 24 quote mark deep oShall support weight of statue oShall match color palate of existing exhibits exactly. Please see attached Pictures 1,2,3, and 4 to match color palate One (1) graphic plaque for statue base oShall be 10 quote mark wide x 8 quote mark tall oShall be mounted on the base at an angle oShall match existing plaques exactly Forty-eight (48) Artifact mounts oShall be compatible with artifacts being installed in exhibit oShall include challenge coin mounts, ribbon and medal mounts, and angled plaque mounts oShall match existing artifact mounts exactly. Please see attached Picture 4 Six (6) Artifact labels oShall be 4 quote mark x 6 quote mark oShall match existing case labels exactly. Please see attached Picture 4 Vendor shall provide: oRequired to complete work by NLT 13 MARCH 2015 oBuilt-in drawings files for future references as well as an exhibit manual for the care and maintenance of the exhibits oWork warrantee oQualified installers/riggers oProvide the opportunity for two (2) field visits to the fabricators shop oClean exhibit space on a daily basis oShall be able to walk through the exhibit space daily with client and fix and punch-list items immediately. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) under NAICS code 238390 are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Packages shall be submitted by 10:00AM, 2 February 2015. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages, Not Quotes. Interested small business concerns in NAICS code 238390 with a size standard of $15,000,000.00 are encouraged to submit their capability packages. The capability packages for this source sought is not a proposal, but rather statements regarding the company's existing experience in relation to the areas specified above. Capability packages shall not exceed five (5) pages and shall be submitted via e-mail to Ryan D. Marion, at ryan.d.marion.civ@mail.mil with a courtesy copy (cc) to Haydee L. Soto-Carreras, at haydee.l.soto-carreras.civ@mail.mil at no cost to or obligation to the Government. Areas or tasks where a contractor does not have prior experience should be annotated as such.
