- CDRL A001 PWS - Repair and Calibration of B-2/F-22 AMAD Test Stand Notice of Intent to award a Sole Source Procurement in accordance with FAR 6.302-1(a)(2)(ii), only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. AUTHORITY: 10 U.S.C. 2304(c)(1), JUSTIFICATION: SUPPLIES REQUIRED ARE FROM ONLY ONE OR A LIMITED NUMBER OF RESPONSIBLE SOURCE(S) AND NO OTHER TYPE OF SUPPLIES/SERVICES WILL SATISFY AGENCY REQUIREMENTS. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE, OR A LIMITED NUMBER OF SOURCES UNDER THE AUTHORITY OF FAR 6.302-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED PRIOR TO THE CLOSING DATE ON THE SOLICITATION WILL BE CONSIDERED BY THE GOVERNMENT. A DETEMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT BASED UPON RESPONSES TO THIS NOTICE IS SOLEY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLEY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. SPECIFICATIONS, PLANS, OR DRAWING RELATING TO THE PROCUREMENT DESCRIBED ARE INCOMPLETE OR NOT AVAILABLE AND CANNOT BE FURNISHED BY THE GOVERNMENT. THE GOVERNMENT DOES NOT OWN THE DATA OR RIGHTS TO THE DATA NEEDED TO PURCHASE THIS ITEM FROM ADDITIONAL SOURCES. The US Air Force intends to award a sole source procurement for the Repair and Calibration of B-2/F-22 AMAD Test Stands for the 309 th CMXG and 309 th MXSG/OB at Hill AFB, Utah. Avtron Aerospace 7900 E Pleasant Valley Road Independence, OH 44131 Cage Code 01014 Due to the proprietary nature of the software and source code Avtron is considered the only responsible source for this contract. The contract will include on-site repair, software and on-call technical support when requested by highly trained software engineers as well as parts & material and travel costs. This is not a small-business set-aside. The pricing arrangement and CLIN structure will be as follows: CLIN 0001 Labor Hour (LH) On-Call/On-Site Maintenance and Support (MXSG) CLIN 0002 Time and Material (T&M) Parts & Materials. CLIN 0003 Labor Hour (LH) On-Call/On-Site Maintenance and Support (CMXG) CLIN 0004 Cost Reimbursement (CR) Travel CLIN 0005 Data - Not Separately Contract Data Require Contract Data Requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all proposals received prior to the closing date on the solicitation will be considered by the government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The contractor must have the expertise as well as all associated technical data to be able to meet the service requirements listed in the attached Performance Work Statement (PWS). The government does not own and cannot provide any specifications, plans or drawings related to the equipment requiring service. Be advised that all interested parties must be registered in the System for Award Management (SAM) Database in order to receive payment for products/services rendered to the Government as the result of an award.
