- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the procurement of a powder, stainless steel, gas atomized, approximately 10,400 lbs, Type 316L. The NAICS code is 331110 and the business size standard is 1000 employees. The proposed purchase order is being solicited on a sole-source basis to Carpenter Powder Products Inc of Bridgeville, PA. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Carpenter Powder Products manufactures a gas atomized powder with a specific distribution of particle sizes, i.e., d90 < 22 micron particle size. NSWCCD has a protocol and must maintain reproducibility in their results. Using another manufacturer would result in changes in chemical composition and particle size distribution that could affect a different size distribution result. The NSWCCD intends to award a firm fixed-price purchase order to Carpenter Powder Products using Simplified Acquisition Procedures. Interested parties may identify their interest to respond to the requirement by submitting a capabilities statement. This notice of intent is NOT a request for competitive proposals. However, all responses received within 15 days of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
