- This synopsis is a notice of the Government's intent to make a sole source award of a Firm Fixed Price (FFP) contract, with Fuel Cell and Hydrogen Association dba H2USA. This requirement meets all the criteria for awarding a sole source as specified in FAR 13.106-1(b)(1) "Soliciting from a single source" and under the statutory authority cited in 10 USC 2304(c) (1) under FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement. The proposed FFP contract is for the procurement of a one year annual membership to a Consortium designed to support the Fuel Cell Technologies Office (FCTO) in promoting commercial introduction and widespread adoption of Fuel Cell Electric Vehicles (FCEVs) throughout the United States. The work effort includes market assessments, opportunity identification, action plan development, and establishing public-private collaboration geared towards overcoming the challenges of hydrogen and alternative fuel infrastructure integration. The applicable North American Industry Classification System (NAICS) code is 813910 and the size standard is $7.5. This synopsis notice is not a request for quotation or a solicitation for offers and is posted for seven (7) calendar days. No solicitation package will be available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 1:00 p.m. (EST), February 2, 2015, the contract will be awarded without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government.
