Description
Notice of Proposed Contract Actions IAW FAR 15, RFP VA259-15-R-0183 The VA Eastern Colorado Health Care System (ECHCS), Denver, CO and VISN 19 Rocky Mountain Network Contracting Center will be Setting Aside for SDVOSB Firm Fixed Price, Indefinite Delivery Indefinite Quantity Contract for Radiopharmaceutical Supplies/Services. The proposed contract will be issued for commercial firm fixed price contract types. The period of performance for this contract will be one year, with four additional, one-year option periods from date of award, which is estimated for Oct 1, 2015. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical capability: a.Evaluation of the demonstration of the ability to deliver radiopharmaceutical STAT orders to the hospital within two (2) hours of the order being placed. b.Licensing: Contractor Shall abide by (CFR) Title 10 Code of Federal Regulations, which states: A license may use for medical use only: By product material manufactured, label, packaged, and distributed in accordance with a license pursuant to the regulations in title 10, code of Federal Regulations of an Agreement State. Regents Kits that have been manufactured, labeled, packed, and distributed in accordance with approval by the commission pursuant to SS32.72 or an Agreement State under equivalent regulations for the preparation of radiopharmaceuticals for medical use. (2) Price: The total evaluated price of an offer will be calculated as the sum of the extended prices (unit quantity multiplied by unit price) for all Contract Line Item Numbers (CLINs) 0001 through 4049 for the base and option years. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Technical proposals shall be evaluated by the Technical Evaluation Team to ensure offerors meet the minimum mandatory factors and standards established for this solicitation. Technical proposals will be evaluated using an "acceptable" or "unacceptable" rating. An acceptable rating indicates the offeror passes (or meets) minimum mandatory requirement. An unacceptable rating indicates the offeror fails to meet minimum mandatory requirement. A rating of unacceptable for any factor will result in an overall rating of "unacceptable" for the technical factor. Proposals receiving a rating of "unacceptable" will be excluded from competition. Only those proposals determined to be technically acceptable shall receive further consideration for award. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Request for Proposals VA259-15-R-0183 will be available for download on or about February 12, 2015 at 4:00 PM Mountain Time. The NAICS Code for this procurement is 424210. No telephone responses for this solicitation will be allowed. Additional Requirements: Contractor shall meet the requirements of the Statement of Work and provide current Nuclear Regulatory Commission licenses and proof of insurance.
