Description
The Federal Aviation Administration (FAA) Western Service Area, Los Angeles, CA has a requirement to renovate 11000 square foot of administration office space. Work includes demolition, hazmat removal, architectural finish, electrical power and lighting, mechanical systems, fire protection and structural seismic upgrades. Work is located on the first floor and second floor of the Administration Wing at Oakland Air Route Traffic Control Center (ARTCC), Fremont, CA. The contractor must provide all necessary labor, materials, equipment, and services per this statement of work. All interested parties are advised the Federal Aviation Administration (FAA) will not pay for information or administrative costs incurred that are associated with any response received from this SIR. Therefore, any costs associated with this Survey will be solely at the interested party ™s expense. The Federal Aviation Administration intends to conduct a two part solicitation as follows: PART 1: IDENTIFICATION OF QUALIFIED VENDORS Interested contractors must submit past performance information, which demonstrates completion of projects of the same or similar magnitude and complexity of this requirement. Contractors who submit a total of five projects in relation to the requirements below will be deemed qualified and placed on the qualified vendors list. Contractors who do not submit all of the requested information will be deemed unqualified and will be eliminated from the qualified vendors list. Experience Offeror must submit five projects that are similar in size and complexity to the requirements in this Scope of Work. The following information must be included: 1.Name of Contracting Activity 2.Contract Number, date of award, and completion date 3.Contract Type 4. Scope of Work statement 5.Total contract value 6.Contracting Officer ™s Name and phone number 7.Program manager and phone number 8. Name of Contracting Agency Experience working in Operational Facilities Offeror must submit (2) two of the five (5) projects where the work was performed in an operating facility such as hospital, department store or airport, with set constraints on the working conditions which maintain operational capability during construction activity. Operational facilities include any commercial or government facility where the function of the facility must remain operational during construction activity. Residential work will not be considered. Qualification of Key Personnel Offeror will provide a resume of Project Superintendent and Project Manager managing five (5) projects similar in scope and complexity to the requirements of this statement of work. Interested offerors must submit their documentation by February 11, 2015 by email to deana.galloway@faa.gov. PART 2: REQUEST FOR OFFER (RFO) PACKAGE A tiered evaluation of offers will be used in the source selection. The FAA will evaluate a single tier of offers according to the order of precedence specified in the SIR. Offers from other than small business concerns will only be considered after the determination that an insufficient number of offers from responsible, small business concerns were received. At least two qualified offers in a given tier are required in order to consider an award. If no award can be made at the first tier, the evaluation will proceed to the next higher lettered tier until award can be made. All responsible, competitive offers in a single tier will be considered equally for award. The tiered order of precedence for considering offers is (from first to last): (a) Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program. (b) Service-disabled veteran owned small business (SDVOSB); (c) Very small business; (d) Small business; and (e) Other than small business. RFO packages are scheduled to be issued on or about March 3, 2015. Contractors must have the ability to obtain Payment and Performance Bonds. Contractors must complete the attached Business Declaration. Contractors must have active registration in the System for Award Management (SAM) T3.6.1- Small Business Development Program (Revised April 2009) This notice is for informational purposes for Minority, Women Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals and women owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at the prime interest rate to provide accounts receivable financing. The maximum line of credit is $750,000.00.
