Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This sources sought notice is issued in an effort to conduct market research for information and planning purposes only. Marine Corps Systems Command (MARCORSYSCOM), Family of Shelters and Shelter Equipment (FSSE), wishes to determine industry capabilities and pricing for composite shelters. Specifically, the Government seeks product information and pricing for 10 foot and 20 foot composite shelters. The Government is interested in obtaining information regarding composite shelters which provide all of the following capabilities: 1. Constructed from composite materials thereby reducing the shelter unit cost by 10% (minimum) as compared to the current aluminum honey comb design. (The estimated per shelter unit cost of current aluminum honey comb design: 10 foot -$100,000.00; 20 Foot-$150,000.00.) 2. Constructed from composite materials thereby reducing corrosion and puncture damage and reduce the sustainment by 30% (minimum) as compared to the current aluminum honey comb design. (The estimated per shelter sustainment over five years for current aluminum honey comb design: 10 foot-$7,343.00 materials/185 man hours of labor; 20 Foot-$10,643.00 materials/260 man hours of labor.) 3. Reduction of weight by 10% (minimum) as compared to the current aluminum honey comb design. (The shelter weight for the current aluminum honey comb design: 10 foot-2380 lbs.; 20 Foot-3750 lbs. Weights reflect empty shelter without work benches, shelving, racks, etc.) 4. Increased thermal efficiency (R-value) with 50% (minimum) as compared to the current aluminum honey comb design. (The R-value for the current aluminum honey comb construction is projected to be R-3 to R-3.5.) 5. Certified to all International Organization for Standardization/Convention for Safe Containers (ISO/CSC) transportation standards to include nine high stacking; 6. Equipped (as a minimum) with a personal door, an escape hatch, exterior Environmental Control Unit (ECU) one supply and one return portal and two blank exterior power panels ("waterfalls") for power and communication integration. Responses must identify commercially available composite shelters or planned capabilities that will be available by July 1, 2015. Interested firms should submit the following information: • Shelter design and availability to include if the item is listed on a Federal Supply Schedule. • Pricing/Cost information, to include an recurring and sustainment costs. • Company information to include business size by NAICS, company CAGE code, business, contracts and/or marketing office points of contact information. • Corporate business size and whether the company is 8(a) certified, disabled veteran-owned, veteran owned, woman owned, HUB Zone, Native American or other Small business Administration approved designations. • Standard warranty terms. • Estimated life-cycle cost associated with operations, maintenance, and repair. Please send all questions regarding this RFI via email only to Dwight Micheal, Sr. at the email cited above no later than February 10, 2015. No telephone calls will be accepted. Submitted information will become the property of the Government and will not be returned. All data received in response to this announcement marked or designated as corporate or proprietary information will be treated as confidential and protected from release outside the Government. This Sources Sought announcement is released for market research purposes only. This is not a Request For Proposal (RFP), Invitation For Bid (IFB), Request For Quotation (RFQ), or an announcement of a solicitation. No solicitation document exists. The submission of this information is for planning purposes only and is not to be construed as a commitment by the government to procure these items, nor does the Marine Corps intend to award on the basis of this sources sought/market research or otherwise pay for the information requested. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this Sources Sought announcement and Government use of such information.
