- Guide for Preperation of Title Evidence (DOJ) Pricing Schedule Sam.gov User Guide Clauses Statement of Work Vendor Information Sheet Cover Sheet - Title Search & Closing Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested. Solicitation number AG-2D37-S-15-0001 is being issued as a Request for Quotation (RFQ). This is a Total Small Business Set Aside. The applicable NAICS Code is 541191 and the business size standard is $11 M. This Request for Quotation (RFQ) is for Title Search, Title Insurance Commitments and Final Policies, and Closing Services for the Natural Resources Conservation Service in Pennsylvania. The work required is for easements acquired through the USDA/NRCS Easement Programs located in various counties throughout Pennsylvania. PA-NRCS intends to make multiple awards of Blanket Purchase Agreements (BPA's) to small business sources capable of providing Title Search Services, Title Insurance Commitments, Final Title Policy, and Closing Services. The BPA awards will be for a period of 1 year with the option to extend up to 4 additional years. Pricing shall be established as a result of this solicitation on a per easement basis. See the Statement of Work for detailed pricing information. Awards will be based on the lowest total price of the line items shown in the Pricing Schedule for the base year. The Pricing Schedule is attached to this solicitation. The Title and Closing Services shall be completed/submitted in accordance with the Statement of Work and the U.S. DOJ "Guide for the preparation of title evidence in land acquisitions by the United States of America," which is attached and made part of this solicitation and subsequent award. All deliverables will be due within the stated timelines in the Statement of Work. A BPA is a method of filling anticipated repetitive needs. It is not a contract. The Government is not obligated to place orders nor is a vendor obligated to accept any orders. For each work assignment, the Government will request Title Services through the issuance of a BPA Call to a firm that has been awarded a BPA. Government personnel authorized to place orders under the BPA will be identified on the BPA award by name and telephone number. The contractor will be expected to furnish the service in accordance with the terms and conditions of the BPA and the Statement of Work which are posted as separate documentation with this notice. Quotes may be submitted by email or mail by no later than Tuesday, March 2, 2015 at 4:00pm (Local Time). NO LATE SUBMISSIONS WILL BE ACCEPTED OR CONSIDERED.
