- Specification Solicitation The solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-79. This requirement is being solicited as a Total Small Business Set-aside using Simplified Acquisition Procedures per FAR 13.5 Test Program for Certain Commercial Items. The NAICS Code is 336611, Ship Building and Repairing with a small business size standard of 1,000 employees. The solicitation number is HSCG40-15-Q-P30337. (a) The Contractor shall furnish all necessary labor, material, services, equipment, supplies, power, accessories, facilities and such other things as are necessary, except as otherwise specified, to perform dry-docking repairs and alterations to the vessel, in accordance with this solicitation and attached specifications. (b) Failure to read the specifications in their entirety will not relieve the quoter from the responsibility for properly estimating the difficulty or price of successfully performing the work. Failure to do so will be at the quoter's risk. (c) All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. Companies must have valid DUNS number and be registered with System for Award Management (SAM) www.acquisition.gov and shall provide the company Tax Information Number (TIN) with their offer. Any Contractor's Requests for Clarifications shall be answered via amendment to the solicitation and shall be received no later than Feb 09, 2015 at 12:00 p.m. Eastern Standard Time. The closing date and time for receipt of quote is Feb 20, 2015 at 12:00 p.m. Eastern Standard Time. All quotes shall be submitted via email to michael.g.davis@uscg.mil and janet.m.delaney@uscg.mil. An offeror not able to submit via email must notify the contract specialist within this solicitation 24 hours prior to the closing date. Offerors may contact Michael G. Please indicate where you would like the drawings sent to in your email. Orders for U.S. Coast Guard specification reference drawings must be placed within 10 days of the solicitation issue date. ANTICIPATED AWARD DATE: The contract is expected to be awarded on or about Mar 03, 2015. Work covered by this solicitation shall be completed within Ninety-Three (93) calendar days from the date the vessel becomes available to the contractor. The availability is scheduled to start on or about Mar 17, 2015. An arrival conference normally will be held within 48 hours of the scheduled start date. Vessels being drydocked shall be in drydock within seventy-two (72) hours of delivery. GEOGRAPHIC RESTRICTION: Per U. S. Coast Guard Lant Area Instruction 3100.1D, the vessel is restricted to an area no greater than 140 nautical miles from the BUSL's home station, on navigable waterways and no greater than 30 nm off shore. Home Station: USCG STATION JACKSONVILLE, 1320 4th Ave North, Jacksonville, FL. 32250. he United States Coast Guard Surface Force Logistics Center intends to issue a Commercial Request for Quote (RFQ) for the Dry Dock and Repair of USCG STATION ANT JACKSONVILLE 49' Buoy Utility Stern Loading Boat (BUSL) 49416. The acquisition will be set-aside for Small Businesses. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation FAR Part 12 Acquisition of Commercial Items, FAR Par 13.3 Simplified Acquisition Methods and Subpart 13.5 - Test Program for Certain Commercial Items. The acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about January 23 2015. This Requirement will be evaluated using past performance as an evaluation factor. The standard NAICS is 336611. All work will be performed at the contractor's facility. The performance period will be Ninety-Three (93) calendar days with a start date on or about 17 March 2015. GEOGRAPHIC RESTRICTION: In accordance with the U. S. Coast Guard Atlantic Area Instruction 3100.1D, the vessel is restricted to an area no greater than 140 nautical miles one way and 280 nautical miles roundtrip from the BUSL's home station, on navigable waterways and no more than 30 nautical miles off shore.
