This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation incorporates the provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-76 thru August 25, 2014 The United States Property and Fiscal Office for Georgia intend to award an IDIQ contract for the Georgia Army National Guard (GAARNG) for Bulk Unprepared Groceries (Rations) to be delivered to multiple locations (See Delivery Locations Attachment). Delivery orders will be placed following award of IDIQ. Delivery of groceries will be FOB Destination. Please prepare your quote based on the attached Grocery List and 14-day menu for 100 soldiers. Refer to quote mark Description of Requirement quote mark attachment for a description of the requirement. The period of performance for the IDIQ will be for one base year, and four option years. Solicitation W912JM-15-T-0028 is issued as a request for quotes (RFQ) in accordance with FAR Parts 12 & 13. This procurement is unrestricted. The NAICS code for this acquisition is 424410. The following provisions apply to this acquisition: -52.212-1, Instructions to Offerors-Commercial -52.212-2, Evaluation- Commercial -52.212-3, Offeror Representations and Certifications- Commercial Items -52.212-4, Contract Terms and Conditions- Commercial Items The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: -Price: -Use the Grocery List Quotes attachment to submit priced quotes. -Past Performance: -Include recent and relevant contracts similar in scope and other references (including contract numbers, client name, total contract amount, description of work performed, points of contact with telephone numbers, email addresses, and other relevant information). May include work performed for federal, state, and local government and commercial firms; and may include work performed as a prime contractor, team member, or subcontractor. An offeror lacking direct relevant past performance and/or experience shall provide citations and discuss projects that nearest approximate the type of work, complexity, size or work that otherwise demonstrates the quality of the work they can provide. -Offeror must submit at least three (3) project samples similar in scope. The government reserves the right to verify the validity of these projects via Contractor Performance Assessment Reports System (CPARS), Past Performance Information Retrieval System (PPIRS), or by references provided in offeror's submission. Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Multiple awards: The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. All offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items, with its offer. To be considered for award, the offeror must be registered in System for Award Management (SAM), which can be accessed at: https://www. sam.gov/portal/public/SAM/. All vendors must have a publicly visible registration in SAM. Offerors must include the following information with their offer: DUNS Number, CAGE Code Number, and Federal Tax ID Number. All request for Information (RFIs - questions) shall be sent to 1LT Nicholas Long via email at nicholas.j.long.mil@mail.mil no later than 1000 hours (10:00am EST) Friday, 30 January 2015. Responses to all RFIs (questions) will be provided after 1000 hours (10:00am EST) Monday, 2 February 2015.
