Photo Slideshow Talking Paper This is not a request for proposal. This is a sources sought announcement to be used for informational and planning purposes only. This notice should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The intent is to seek meaningful industry perspective from commercial concerns/interested parties regarding feasibility of out-sourcing Bowling Center Operations located at Luke Air Force Base, Arizona. Bowling Center Operations are governed under Air Force Instruction (AFI) 34-118 - Air Force Bowling Program. Publications and forms are available for downloading or ordering on the e-Publishing website at http://www.e-publishing.af.mil. Program objective is to provide a comfortable environment for authorized customers to participate in competitive and recreational bowling activities. Center operations may offer other services, such as pro shops, bowling instruction programs, food operations, special functions, arcades and other complimentary programs. Bowling center operations is one of many Nonappropriated Fund Activities managed by the 56th Force Support Squadron's Morale, Welfare and Recreation Program designed to support the Air Force mission by contributing to the readiness and improving productivity by providing programs that promote fitness, esprit-de-corps, and quality-of-life for the base community. Bowling center operations are generally defined as "Category C" or Revenue-Generating Programs. These programs must have the capability of generating income to cover their operating expenses with limited appropriated fund (tax dollars) support. Presently, Luke's bowling center ceased operations in February, 2014. The Talking Paper accompanying this announcement highlights some of the contributing factors leading to its closure, but also details some of the initiatives under taken to increase revenues and patronage. The desired outcome, if deemed practical from a business perspective, is to entirely out-source to an enterprising concern, Luke's bowling center operations under a "Triple-Net-Lease" arrangement, or possibly by concessionaire agreement capable of providing world class service to Luke's community. Luke's bowling center facility resides in the Base Community Commons Area adjacent the commissary, base-exchange, satellite pharmacy, and close proximity to privatized housing and temporary lodging facilities. Luke AFB is the major training base of the Air Education and Training Command (AETC), 56th Fighter Wing, training pilots in the F-16 Fighting Falcon, and now hosting the F-35 Lighting II which will replace the F-16 as the primary training aircraft. The 56 Fighter Wing is composed of four groups, 27 squadrons with a base population of about 7500 military member, 15,000 family members and 80,000 plus retired military members residing in the greater Phoenix metropolitan area.
