- Cover Letter The Architect/Engineer Subcontractor with Civil Expertise will have a wide range of experience in the area of design and construction for industrial facilities. This Subcontractor will have the in-house capability of the civil engineering support with minimal use of sub-tier consultants. In addition, this firm should have the ability to assemble and manage an effective project team through the use of both in-house and consultant disciplines. In addition to standard civil design experience, the Subcontractor with Civil Expertise will be required to have demonstrated experience in the following areas: Topographic surveys; Cooling Pond design; Soil Investigation and Geotechnical Analysis; Storm Water hydraulics including computer modeling capabilities; Sanitary sewer collection system design; Wetland delineation; Erosion control design; and, Storm Water Pollution Prevention Plan (SWPPP) preparation.
