- The U.S. Department of Commerce, Aircraft Operations Center, MacDill AFB, FL intends to award a purchase order for annual renewal subscription for DeHavilland Twin Otter (DHC-6) technical publications - B186 to Aircraft Technical Publishers (ATP). The National Oceanic and Atmospheric Administration (NOAA) owns/operates four DeHavilland Twin Otter (DHC-6) aircrafts with the following FAA registration and serial numbers: N46RF - S/N:824; N48RF - S/N:740; N56RF - S/N:788; N57RF - S/N:688. The NOAA Aircraft Operations Center (AOC) located on MacDill AFB, Tampa, Florida, manages its Twin Otters in accordance with Federal Aviation Regulations (FAR) Part 91. This requirement is to provide annual technical publications services for a base and four (4) option years. SCOPE: It is a FAR Part 91 requirement to reference the most current aircraft manuals. The current subscription services expired. The intent is to establish a base year service contract and four option years. The Original Equipment Manufacturer (OEM), Viking Aircraft Corporation, has designated ATP as the only known vendor capable of providing technical publication services. PLACE OF PERFORMANCE: The Contractor shall deliver subscriptions to 7917 Hangar Loop Drive, Hangar 5, MacDill AFB, FL 33621-5401. This is being purchased for the Aircraft Operation Center at MacDill, AFB, FL. This acquisition is being sole sourced to Aircraft Technical Publications, Inc. which is the only known qualified supplier. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures and FAR Part 12 Commercial Items. The NAICS code for this action is 511199. Firms, who believe they can provide this supply, must furnish detailed information that demonstrates their experience and capability to provide the services, and satisfy the Government's needs. In addition shall include name, telephone number and address of concerns for which you have furnished this type of supply previously. Interested parties must respond within (7) seven calendar days after publication of this notice. If no affirmative responses are received, the Government intends to issue a Purchase Order to ATP. All contractors doing business with the Government must be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered with SAM.
