- Description
- NASA/GSFC has a requirement for a one year service for the design of a Simple Multi-pass Laser Time-of-Flight MS for Planetary Astrobiology. NASA/GSFC intends to award a sole source, firm fixed price contract to C&E Research, Inc., 9194 Red Branch Rd. (Suite L), Columbia, Maryland. C&E is the only company that can provide NASA/GSFC the required expert support for ongoing research and development activities in the area of time-of-flight mass spectrometer (TOF-MS) instrument design and testing, in support of a FY2015 Internal Research and Development (IRAD) project. Overall research and development goals are to design and develop a miniature, high-resolution TOF-MS investigation for future planetary exploration and to test modified existing and/or new instrumentation to validate and optimize the final design. See the attached Statement Of Work SOW) for detail requirements for this order. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 02/09/2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
