- This is a notification of intent to contract with Utah State University for software development support. The support will be provided to engineers in the development of software code within Strand3d for a high-end Computational Fluid Dynamics (CFD) capability to predict ships under RFQ # N00167-15-T-0023. The proposed action is not a small business set-aside. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to this requirement or submit a quote. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the closing date may be considered by the Government. A determination by the Government not to compete with this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
