- Date: January 28, 2015 Description: NOTICE OF INTENT TO AWARD TO A SOLE SOURCE Solicitation#: Under the authority of FAR 13.106-1(b) (1) (i), "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available." This notice of intent is not a request for proposals or quotes; however, all interested and responsible sources may identify their interest and capability to respond to the requirement or submit a quotation and technical capabilities, no later than [February 27, 2015]. All responses received within fifteen days after the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract award based upon responses to this notice is solely within the discretion of the Government. The Department of Veterans Affairs (VA) Acquisition Business Service (ABS) intends to award a Firm-Fixed Price (FFP) single source award to: SEA Professional Development League of the SEA Executives Association SES Logo Products Store for SES Special Designed Flags. The North American Industry Classification System is 314999 for this requirement with a size standard of 500. CLIN ITEM QTY UOM 001 SES Special Designed Flags 44 Designed in 1988, the SES flag was developed under the direction of then SEA Board of Directors member Clyde Jeffcoat, a Senior Executive in the Department of the Army. The Army office of Heraldry reviewed the design, and it was subsequently approved in 1989 by the Office of Personnel Management for production and sale as the official SES flag, which SEA has registered as a trademark. Hand cut and sewn, the custom-made flag features the SES logo in gold encircled by 13 5-point gold stars on a field of navy blue. The SES logo design is appliquéd on both sides on large flags and is silk-screened on the desktop flag. Both the large indoor flag and the desktop flag (4"x6") feature gold-fringed trim, while the outdoor flag is bordered in gold. The large indoor flag (3'x4') has a sewn-in pole sleeve (pole not included), while the outdoor flag (3'x4')has a reinforced fly end, and heavy header and grommets on the hoist end.
