- 15SNB22_spec note N00164-15-S-NB22 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - ECOS-C, ECOS-Q, ATPIAL, CLIP-ON THERMAL, CLIP-ON I2, VBL - FSG 58/12 - NAICS 333314 Issued Date: 28 JAN 2015 - Closing Date: 20 FEB 2015 SPECIAL NOTICE/MARKET SURVEY - Naval Surface Warfare Center, Crane Division (NSWC-CD) is issuing a RFI/sources sought announcement as part of market research for all items in the US Special Operations Command (USSOCOM) Program Executive Office - Special Operations Forces Warrior (PEO-SOF Warrior) Program Manager (PM) Ammunition and Weapons portfolio that clip on to a weapon, i.e. optics (short, intermediate range), thermals, I2, aiming/illuminating lasers, lights, and accessories, for individual rifles, carbines, and lightweight machine guns (LMGs) employed by SOF, including, but not limited to the M4A1, 10.5" and 14.5" RIS II URG, MK17 MOD0, H&K 416, H&K 417, M240, M249, MK46, MK48. The Government is seeking responses from industry for the purpose of assisting component commands in development of various requirement documents. The Government intends to have a Government only product demonstration. If physical products are submitted a coherent operator manual is required. After Government only product demonstration, all physical products will be returned in the cases provided by the contractor at the contractor expense. Physical product samples shall be provided in re-usable packing adequate to protect them from damage that may result from hazards encountered during shipment, storage and testing. Additionally, the Visual Augmentation Systems Weapons Accessories (VASWA) / Special Operations Peculiar Modification (SOPMOD) Kit Program managed at NSWC-CD is interested in receiving product information from industry in support of the VASWA mission area. This submission may be in the form of, physical product, commercial product literature, operating instructions, and/or supplemental technical documentation that define the item and associated hardware. All interested parties are strongly encouraged to submit an abbreviated synopsis or white paper, preferably in the form of a "Quad Chart". This white paper should not exceed 2 pages per item, with an executive summary (short paragraph) on the effort, a technical description of the effort, such as physical characteristics, operational features, performance data, photographs, a preliminary schedule, identification of risks, current Technology Readiness Level (TRL) and a rough cost estimate. Potential sources should also provide any test results on the item if applicable. Offerors should submit product samples and or/the white papers prior to 3:00 p.m. on 20 February 2015 in order to be evaluated prior to the requirements Integrated Product Team (IPT) brief 24-26 February 2015. Electronically emailed white papers responses are preferred. Submittals after this date will still be accepted, although there is no guarantee they will be seen by the IPT members. Market Survey may be submitted any time prior to expiration of this announcement. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.
