- The NAVSUP Fleet Logistic Center Norfolk Contracting Department, Philadelphia Office intends to acquire, on an unrestricted basis, mentor services for Civilian NSW (SEAL/SWCC), SPECOPS (EOD/DIVER), and Air Rescue (AIRR) program recruits for Navy Recruiting Command (NRC) HQ located in Millington, TN. The resultant contract will require the contractor to provide sufficiently qualified mentoring personnel to be assigned to each Navy Recruiting District (NRD) to administer the physical screening test (PST) to Warrior Challenge candidates with at least one (1) qualified mentor being assigned to each NRD. The primary tasks under the contract include 1)Administer and keep records of PSTs. Administer PSTs according to established guidance, ensuring compliance of safety and points of performance. Maintain records of testing to ensure proper administrative processing. 2)Provide mentoring to applicants. Provide guidance on physical preparation for PST, to include swim stroke development. Also provide insight to NSW/NSO programs and program values. 3)Conduct targeted recruiting for applicants that are most likely to be successful in the NSW/NSO training pipelines. It is intended to solicit this requirement on an unrestricted basis and award to a single contractor a C type contract with a base period of performance commencing on or about 01 October 15. The resultant contract will be a Cost-Plus-Fixed-Fee (CPFF) type contract. The resultant contract will include provision for a one-year base performance period and four one-year option periods thereafter. The total anticipated level of effort is 278,400 hours; 55,680 hours for the base year and each option period. As these services have been determined to be non-commercial, this acquisition will be conducted in accordance with the procedures outlined in FAR Part 15 entitled, Contracting by Negotiation . The RFP will require the submission of non-price as well as price/cost proposals. The North American Industry Classification System (NAICS) Code is 541611; size standard $15 million. Interested Parties should refer to solicitation number N00189-15-R-Z020. The RFP will be made available electronically upon its release at www.neco.navy.mil. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. The Government will not pay for information received.
