- THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION FOR COMMERCIAL ITEMS IN ACCORDANCE WITH FAR 5.203. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTATION (RFQ). The Department of Energy (DOE), Golden Field Office (GFO) anticipates the issuance of a solicitation under the authority of the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items, and FAR Subpart 13.5 - Test Program for Certain Commercial Items. The U.S. Department of Energy?s (DOE) Office of Weatherization and Intergovernmental Program (OWIP) is soliciting a Contractor to perform consulting services in critical areas to include but not limited to Program Analyses, Facilitation Services, Technical Assistance Analyses, Technical Support, Evaluation, Oversight, Management Assistance, Special Reports and Project Follow-On?s and Communication Assistance. This solicitation will result in a Time and Materials (T&M) service type contract to engage the services of a contractor to provide expert advice and guidance related to energy conservation practices, techniques, and technologies. In order to effectively plan and administer state and local energy programs, DOE requires consulting services to solicit expert advice and guidance related to energy conservation practices, techniques, and technologies. Support will include analysis of information in addition to participation and coordination of Weatherization initiatives. DOE will require the contractor to bring together diverse groups of stakeholders to assist in assessing advanced energy conservation practices, techniques, and technologies and discussing the applicability in relation to the Weatherization Assistance Program (WAP). Refer to Attachment 1 DRAFT Statement of Work (SOW) for this requirement. DOE anticipates issuing a RFQ to award a contract to provide expert advice and guidance related to energy conservation practices, techniques, and technologies on or about February 13, 2015. The awardee will be expected to start up the project in early to mid-April, 2015. The RFQ will only be distributed to those companies with demonstrated capability using FedConnect (www.fedconnect.net) only. All future information about this RFQ, including any amendments, will only be available to those vendors on the vendor list through FedConnect. The anticipated award date for this contract is April 2015.
