- Market Analysis Questionaire Appendix A Dated 6-3-2014 PWS Dated 7-3-2014 Synopsis: 1. Purpose: The purpose of this Sources Sought Synopsis is to identify sources that are interested in the attached requirement and who have the capability to provide the scope of services as detailed in the Draft PWS. The Government will evaluate this information in order to determine what the best acquisition strategy is for this procurement. Interested parties are advised to review this notice, the attached documents, and respond as instructed. The Government is not obligated and will not pay for any information that is received from potential sources as a result of this notice. This notice is for informational and planning purposes only and does not constitute a solicitation for quotes or proposals. It is not to be construed as a commitment by the Government. All documents released prior to the formal RFP are in "DRAFT" status and are subject to change. The "Draft" doucuments are provided to give interested parties a better understanding of the scope and magnitude of this potential requirement. The Government Contemplates the Following: a. The award of a Firm-Fixed-Price Preventative Maintenance (PM), and Time and Materials Remedial Maintenance (RM) contract. b. Firm-Fixed-Price contract type line Items for the PM. c. Time and Materials contract type line Items for the RM. d. A one-year basic and two (2) two one-year options. e. The estimated award date for the contract is anticipated to be in calendar year 2015. Scope of Services: The Contractor shall provide all labor, tools, equipment, test equipment, materials, parts, quality control, transportation, inspection manuals, personal protective equipment and clothing. The personal protective equipment shall include the following: reflective clothing (belt, vest, etc.), hearing and eye protection, including prescription safety glasses, safety harnesses, fall protection equipment, lifting equipment and any incidentals necessary to travel to the Oklahoma City Air Logistics Complex (OC-ALC)to perform Preventive and Remedial Maintenance (PM/RM),Calibration, Software Upgrades, Mission Analysis Threat Library/Database Management Support, and Training on the Combat Electromagnetic Environment Simulator (CEESIM)(Model No. 1692, Serial No. 1692). The equipment is located in Bldg. 3220, Room 150, which is the E-3 Avionics Integrated Support Facility (AISF) Tinker AFB, OK. The equipment is identified in the Appendix A. The Contractor shall be responsible for insuring that all services and parts provided under this contract are in accordance with (IAW) the terms and conditions outlined herein and conform to the Original Equipment Manufacturer (OEM) specifications and this Performance Work Statement (PWS). 2. The North American Industry Classification System (NAICS) Code for this effort is 811219. 3. Interested Parties Should: a. Provide a Capabilities Statement that includes information related to the following: Core Competencies, Past Performance, Differentiators, Company Data, and Contact Information. Please also include what qualifications enables your company to meet the requirements for providing Maintenance (PM/RM), Calibration, Software Upgrades, Mission Analysis Threat Library/Database Management Support, and Training on the Combat Electromagnetic Environment Simulator (CEESIM)(Model No. 1692, Serial No. 1692). Vendors must provide employees who posess Technical competence specific to NAICS Code 811219. b. State the size of your company and if it is a Large or Small Buisiness under NAICS Code 811219, which has a corresponding size standard of $19M. c. List any barriers to the strategy that is proposed. d. Identify any categories under which you are qualified (i.e. 8(a), including the graduation date;HUBZone-Certified Small Business; Service-Disabled Veteran Owned Small; Women Owned Small Business, ect. e. Provide your CAGE Code and DUNS Number. f. State if you are interested in being the Prime Contractor or the Sub-Contractor. g. Provide your System for Award Management (SAM) registration information. Please ensure that the following information is included: Name, Address,Point of Contact's Name, Phone Number, and e-mail address. The Government reserves the right to determine whether a Small Business Set-Aside is (SBSA) is appropriate, based on the responses that are received for this notice.
