- NASA KSC plans to issue a sole source, research and development cost reimbursement contract to Florida Institute of Technology (FIT) for the International Space Station (ISS) Liquid Transfer Experiment. The objective of the Liquid Transfer Experiment project is the design, fabrication, and operation of a liquid transfer experiment on the International Space Station (ISS). This technology demonstration system will utilize, at a minimum, the central hub and cameras of the current Slosh hardware already on the ISS. The Slosh payload includes cameras, support structure, tank connectors, and wiring that must be used for the Liquid Transfer Experiment. The relevant parts of the Slosh payload was designed, fabricated, certified, and operated by FIT. As a result of FITs unique experience with the Slosh payload, FIT is the only known source with sufficient understanding of all components of the payload, including all hardware, software, and assembly/operational procedures, that can provide the required efforts for the Liquid Transfer Experiment. There will be only one award made for this requirement. This is a sole source acquisition under FAR 6.302-1. The Government believes only one responsible source can satisfy the agency's requirements. Interested organizations may submit a detailed description of their capabilities and qualifications to perform the effort via email to the Erik Whitehill at erik.c.whitehill@nasa.gov not later than 4:30 p.m. Eastern Time on February 13, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. Response via email is required. All responsible sources may submit an offer that will be considered by the agency.
