Description
Draft DD254 Draft CDRLs Draft Statement of Work This sources sought is for manufacture, assembly and test of Build-To-Print (BTP) SDP-S assemblies. The SDP-S assembly is part of the Cooperative Engagement Transmission Processing Set, which satisfies the Cooperative Engagement Capability (CEC) Prime Item Development Specifications (PIDS). The CEC SDP-S assembly was developed through a technical refresh/crypto modernization effort to take advantage of significant improvements in processor technologies and to incorporate the programmable crypto chip Sierra II into the design. The design also incorporates open architecture initiatives and satisfies sea, air and land-mobile requirements. This notice is for market research purposes only and does NOT constitute a request for proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This SOURCES SOUGHT NOTICE is issued by the Department of Defense (DoD) Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office (PEO) Integrated Warfare Systems (IWS) 6.0 Command and Control Directorate. The purpose of this notice is to conduct market research in accordance with FAR Part 10, to determine whether two or more small business sources possess the requisite capabilities to successfully perform the requirement stated herein. The proposed North American Industry Classification Systems (NAICS) code is 334511 which has a corresponding size standard of 750 employees. At this time the nature of the competition has not been determined. The Government may decide to do a full and open competition or set aside the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The Government requests that interested small businesses respond to this notice if applicable and identify your small business status to the identified NAICS code. Responses to this sources sought shall demonstrate that the respondent is regularly engaged in the manufacturing and/or sale of same or substantially similar items, and hold the required US facility clearances as identified in the attached draft DD-254. The requirements are for the production of the Signal Data Processor -Sierra (SDP-S) assembly of the Cooperative Engagement Capability (CEC) system. The requirements include all Labor, Material, and Other Direct Costs (ODC) required to fabricate, assemble and test the SDP-S assembly for the Cooperative Engagement Transmission Processing Set. These efforts also include fabrication, assembly, and test of Installation and Checkout (INCO) kits, On-Board Repair Parts (OBRP), Initial Spares, Backfit Kits, and Data. The SDP-S assembly will be provided as Government Furnished Property to the CEC system manufacturer and design agent, Raytheon Network Centric Systems of St. Petersburg, Florida for systems integration, system test, and delivery. This requirement will also require that these assembly units will be built in accordance with the Signal Data Processor Technical Data Package (TDP) which would be provided as Government Furnished Information. A draft version of the general statement of work is attached to this notice. A single award indefinite delivery indefinite quantity (IDIQ) firm fixed price (FFP) contract with quantity based stepladder pricing is contemplated with an estimated total of 300 units. The initial award is anticipated in Fiscal Year (FY) 2016 with priced options through FY 2020. The first delivery will begin 12 months after contract award. The delivery will be FOB Origin. All responsible, United States small business sources listed under North American Industry Classification Systems (NAICS) code 334511 and holding the required US facility clearances may respond to this sources sought notice. ANSWERING THIS SOURCES SOUGHT: At a minimum, responses shall include the following: Business name, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address; Descriptive literature, brochures, marketing material, etc. detailing the nature of the items the responding firm is regularly engaged in manufacturing and/or selling. If applicable, identification of the firm's contract(s) that are applicable to this potential requirement are also requested. Interested Small Business Contractors shall respond describing their Production and Quality Management (PQM) capabilities. In order to be considered in this market survey, please reply on or before February 26, 2015 by 14:00 hours (Eastern). Contractor's capability statements, including all descriptive literature, shall have a 30 page limit. The PQM capability statements shall, at a minimum, define the following: 1. Core competencies -These are short introduction statements relating the company's core competencies to satisfy IWS 6.0's specific needs e.g. - Manufacturing/Production (including facility capacity, square footage, etc.), DoD and DoN experience, Cryptography knowledge, Track Management experience, familiarity with DISA and DITSA requirements, Radars, System Integration, Cyber Security, and limited software development; 2. Past performance - List of past customers (maximum of 3) for whom the contractor has done similar work. Provide details of accomplishments, products and services rendered; 3. Differentiators - How your company is suited for the needs of IWS 6.0 and CEC? What is it about your abilities that make you stand out from the rest? What is it about your people that give you the advantage over your competitors? Why your products are provide better solutions? 4. Describe your current production capability and capacity. 5. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in development of an acquisition strategy and a future solicitation.
