- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Army Contracting Command - Rock Island (ACC-RI) intends to issue a Request for Proposal (RFP) in Step 2 and Step 3 of the Three-Step Procurement for the Enhanced Army Global Logistics Enterprise (EAGLE) Requirements included in this announcement. The estimated release date of the Step 2 Basic Ordering Agreement (BOA) RFP W52P1J-15-R-0059 is February 2015. This RFP will result in the execution of BOAs with offerors determined to be technically acceptable in accordance with the requirements of the solicitation. All responsible sources may submit a proposal, which shall be considered by the agency. All contractors who already possess a BOA to support EAGLE requirements are not required to submit a new proposal against this BOA RFP. For task orders requiring a SECRET Facility Clearance, eligibility information and requirements are provided at www.dss.mil. A Defense Security Service (DSS) pamphlet is provided on the EAGLE website for guidance on how to obtain a clearance. The BOA will not alleviate the need for the SECRET Facility Clearance, therefore offerors who plan on competing for the task order solicitations that require a SECRET Facility Clearance, as noted below, will need to obtain the SECRET Facility Clearance via sponsorship from another contractor who already possesses a SECRET Facility Clearance. Please note that for those task orders that require SECRET Facility Clearance, possession of the SECRET Facility Clearance will be required by the closing date of the task order RFPs. Proposals submitted against task orders will be evaluated on Lowest Price Technically Acceptable (LPTA) or other Modified Best Value techniques. A determination of responsibility will be performed prior to Task Order award. The following EAGLE requirements have been identified for an anticipated release of a Step 3 RFP for a future task order. A RFP for these requirements will not be issued until completion of the Step 2 BOA executions Under W52P1J-15-R-0059. Fort Hunter Liggett, CA The contractor will provide logistical support including, but not limited to, the following functional areas: Field and sustainment level maintenance on tactical and non-tactical equipment which could include: Routine tactical maintenance, back-up, and unit augmentation and back up maintenance programs; Transportation functions could include providing Transportation Motor Pool (TMP), and freight service operations, Central Receiving and Shipping Point (CRSP), Movement Control Team Support (MCT); Passenger/Unit Movements; Supply requirements could include Subsistence Supply Management Office (SSMO), Supply Support Activity (SSA) Management (Classes of Supply include I, II, IIIP, IV, VII and IX), Property Accountability, Hazardous Materials Management Program (HMMP), Ammunition Supply Operations and Ammunition Supply Point (ASP) Management, Installation Property Book and Equipment Management, Property Accountability Augmentation Teams (PAAT). The contractor shall comply with requirements and operation of applicable Logistics Information Systems (LISs)/legacy systems as outlined in the Performance Work Statement (PWS). The estimated release date of the RFP is Sep FY 15, with a closing response date approximately 30 days after the release. The estimated task order award is 2nd Quarter FY 16. This requirement will be issued as a 100% Small Business Set Aside. Fort Bragg, NC: The contractor will provide logistical support, including, but not limited to, the following functional areas: Field and sustainment level maintenance on tactical and non-tactical equipment which could include: Fire/Rescue Vehicle Maintenance and repair; non-tactical commercial communication and electronics equipment; Pope Army Airfield Vehicle and Ground Equipment Maintenance Support; Life Cycle Management Command (LCMC) Maintenance Program; Pre-Deployment Training Equipment (PDTE); Field Level RESET program; routine tactical maintenance back-up; Unit Maintained Equipment (UME) and Contact Maintenance Support Teams (CMSTs) as required to provide Field Level Maintenance services and repairs at supported Units Motor Pools and/or other maintenance facilities on Fort Bragg and other AR 5-9 area support. Transportation Motor Pool (TMP) operations (Bragg, Pope Air Crew Shuttle, Warrior Transition Battalion (WTB) Shuttle), Unit Movement Services, Installation Transportation Deployment Support Activity (ITDSA) operations, Arrival/Departure Airfield Control Group (ADACG) operations, Installation Transportation Office Air Movements support, Container Management, Rail Support Activity operations, Pope AAF Intermodal Cargo Movement support, Personal Property Shipping Office (PPSO), Freight service operations; Personnel Movement and Travel Support Operations, Port Support Activity (PSA), POV Storage. Supply Support Activity (SSA) Management (Classes of Supply include I, II, IIIP, IV, VII and IX), Operate Central Receiving Point (CRP), Operate the Hazardous Materials Control Center (HMCC), Provide Fuel Delivery Services, Arms Room support services, Central Issue Facility (CIF) Operations to include e-ordering and Non-destructive Test Equipment (NDTE), Handle Reparable Items, Provide Installation DODAAC Coordinator Services, Installation Property Book and Equipment Management Property Accountability (to include PDTE), Property Accountability and Audit Teams (PAAT), Ammunition Supply Operations and Ammunition Supply Operations and Ammunition Supply Point (ASP) Management. Logistics Coordination Center Support to include Coordinating and synchronizing installation logistics operations. The contractor shall comply with requirements and operation of applicable Logistics Information Systems (LISs)/legacy systems as outlined in the Performance Work Statement (PWS). The estimated release date of the RFP is Sep FY 15, with a closing response date approximately 30 days after the release. The estimated task order award is 2nd Quarter FY 16. This requirement will be issued as unrestricted. Army Pre-Positioned Stock (APS) APS-2 European Activity Set (EAS), Germany: The Contractor will provide maintenance and wholesale supply support to the 405th U.S. Army Field Support Brigade (AFSB). The Contractor is responsible for the staging, issuing and receiving of equipment in support of multiple semi-annual European Rotational Forces (ERF) Training Exercises in accordance with Headquarters, Department of the Army (HQDA) approved Equipment Density Requirements lists (EDRL). The APS-2 EAS program consists of an Armor Brigade Combat Team (ABCT) in two locations in Germany, Grafenwohr and Mannheim. Contractor support is required to ensure equipment is maintained at TM 10/20 standard IAW AR 750-1, para. 3-2, TM 38-470. Care of Supplies in Storage (COSIS) and maintenance shall be performed on EAS equipment including combat vehicles, construction/engineer equipment, materiel handling equipment (MHE), ground support/special purpose equipment, Command Control Communication Computers and Intelligence (C4I) systems, weapons, turret systems and sustainment stocks (Class II, IV, VII & IX). At a minimum, equipment will require a monthly -10 Preventive Maintenance Checks and Services (PMCS), 10/20 semi-annual and annual services unless equipment meets the criteria for quote mark The Army Low Usage Program quote mark IAW Army Regulation (AR) 750-1. The supply services required are inventory, location survey, shelf-life management, inspection, preservation, and Care of Supplies in Storage (COSIS) on the APS which consist of Class II, IV, VII and IX (less Aviation and Missile). Services performed by the contractor shall include those supply, quality, and logistics functions necessary to perform COSIS on supplies and material controlled by the 405th AFSB IAW AR 740-26. Materiel in storage must be inspected to detect degradation, corrosion, and other deficiencies caused by improper storage methods or extended periods of storage. The contractor shall determine the complexity of the item; cyclic inspections may require the coordinated efforts of inspection, storage, and maintenance personnel. Warehouse and location maintenance of all stored items shall be maintained IAW DA PAM 710-2-2, AR 710-1, and AR 735-5. The contractor shall comply with requirements and operation of applicable Logistics Information Systems (LISs)/legacy systems as outlined in the Performance Work Statement (PWS). The estimated release date of the RFP is Oct FY 15, with a closing response date approximately 30 days after the release. The estimated task order award is 2nd Quarter FY 16. This requirement will be issued as unrestricted. Ft. Hamilton, NY: The contractor will provide logistical support including, but not limited to, the following functional areas: Field and sustainment level maintenance on tactical and non-tactical equipment which could include: Routine tactical maintenance back-up, and unit augmentation and back up maintenance programs; Transportation functions could include providing Transportation Motor Pool (TMP), Personal Property Shipping Office (PPSO) and freight service operations; Supply requirements could include Supply Support Activity (SSA) Management (Classes of Supply include II, IIIP, IV, VII and IX), and Property Book and Accountability. The contractor shall comply with requirements and operation of applicable Logistics Information Systems (LISs)/legacy systems as outlined in the Performance Work Statement (PWS). The estimated release date of the RFP is Jan FY 16, with a closing response date approximately 30 days after the release. The estimated task order award is 3rd Quarter FY 16. This requirement will be issued as a 100% Small Business Set Aside. The United States Army Reserve Command (USARC): Contractor will be required to provide professional logistics support in order to execute its materiel management, accountability, asset visibility and redistribution. The effort, located at Head Quarters United States Army Reserve Command (HQ USARC), will support the various United States Army Reserve (USAR) Commands throughout the Continental United States (CONUS) and Puerto Rico. Travel to the various units from HQ USARC and Subordinate Commands will be required. Specific support required will include general materiel management, property accountability, supply discipline, and will involve the lateral transfer and turn-ins of property between units. The Force and Asset Search Tool (FAAST) will be used for this effort. The contractor will be required to supply all incidental support for the effort and for the use of FAAST. The contractor might be required to conduct data cleansing steps which ensure that all data elements within existing Sustainment Information Systems (SIS) is correct and will not cause critical-failure errors with Global Combat Support System-Army (GCSS-Army) after data migration as determined by the Logistics Support Activity (LOGSA) Enterprise Data Management Office (EDMO) and Program Manager (PM) GCSS-Army Direct Supportable Unit (DSU). In an enterprise system, it is critical that all data elements are as correct as possible prior to loading into the database. Although data cleanup is inherently a unit function, history has proven external assistance is the key to a successful migration of data. The contractor shall comply with requirements and operation of applicable Logistics Information Systems (LISs)/legacy systems as outlined in the Performance Work Statement (PWS). The estimated release date of the RFP is Feb FY 16, with a closing response date approximately 30 days after the release. The estimated task order award is 4th Quarter FY 16. This requirement will be issued as a 100% Small Business Set Aside. The following task orders have already been synopsized under previous BOAs; however, the Government is hereby alerting industry that there are changes in RFP release dates as follows: Afghanistan: This task order was previously synopsized on BOA 2 and executed on 11 January 2013. Please note the following changes have been made to the existing requirement: Estimated release date of the RFP is Apr FY 15, with a closing response date approximately 30 days after the release. The estimated EAGLE task order award is 4th Quarter FY 15. Joint Personal Property Shipping/Processing Office (JPPSO): This task order was previously synopsized on BOA 3 and executed on 01 August 2013. Please note the following changes have been made to the existing requirement: Estimated release date of the RFP is Apr FY 15, with a closing response date approximately 30 days after the release. The estimated EAGLE task order award is 4th Quarter FY 15. Army Field Support Battalion- Qatar: This task order was previously synopsized on BOA 5 and executed on 27 June 2014. Please note the following changes have been made to the existing requirement: Estimated release date of the RFP is Jun FY 15, with a closing response date approximately 30 days after the release. The estimated EAGLE task order award is 1st Quarter FY 16. Fort Stewart, GA: This task order was previously synopsized on BOA 5 and executed on 27 June 2014. Please note the following changes have been made to the existing requirement: Estimated release date of the RFP is Jul FY 15, with a closing response date approximately 30 days after the release. The estimated EAGLE task order award is 2nd Quarter FY 16. The following task orders have been removed from the EAGLE forecast because all three requirements fell below the EAGLE threshold: Fort Wainwright, AK (FWAK); Joint Base Elmendorf-Richardson (JBER); Fort Leonard Wood, MO. The contractor shall furnish all of the services, personnel, labor, facilities, materials, supplies and equipment to accomplish required tasks, unless specific items of Government furnished property (GFP)/Material (GFM) or Government provided services are called out in the task order RFP. These solicitations will be issued electronically in accordance with FAR 4.5 and 5.201; therefore, hardcopies will not be approved. Note: This solicitation will be issued electronically, as will any amendments thereto. Contractors are advised to periodically access the above addresses in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the closing date and time of solicitation may render your proposal nonresponsive and result in its rejection. All contractors who provide goods or services to the Department of Defense (DoD) must be registered in System of Award Management (SAM) at https://www.sam.gov. Please note the closing date for the receipt of proposals for the Step 2 BOA RFP will be identified in the forthcoming RFP, which is estimated for release in February 2015.
