- NOTICE OF CONTRACT ACTION: The Air Force Research Laboratory (AFRL) 711th Human Performance Wing Warfighter Readiness Research Division (711 HPW/RHA), has a need for enhanced Warfighter Readiness and Training. The Air Force's needs are evolving to more performance and proficiency-based readiness training that is more responsive to operational needs and advances the learning state-of-the-art of present and future Live, Virtual, and Constructive (LVC) training along with continued improvements in the cost-and training-effectiveness AF immersive environments, models, and networks. This contract will substantially improve the Air Force's capability to conduct focused realistic training, rehearsals, and exercises by streamlining the day-to-day development, delivery, management, tracking and performance of mission training. The objective of this contract is to conduct research and develop technology to create a wide-spectrum LVC readiness capability that is architecture, network, and domain agnostic. The contract allows the creation and validation of an interoperable, secure LVC training toolset; increases training fidelity; enables comprehensive cross-mission, performance based debriefs; and reduces training/exercise overhead. Emphases areas for the new effort are as follows: Distributed Mission Operations (DMO) and LVC Immersive Training; Human Machine Teaming, Synthetic Agents, Teammates & Modeling; Personalized Learning; Fourth and Fifth Generation Tactical Training; Integrated Combat Operations including Close Air Support, In Theater Command and Control, and Manned and Unmanned Systems and Operations; Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance (C4ISR) Training; Game-Based Environments for Training; and Medical Operations Training Research. The desired end state is more tailorable and personalized learning that is secure, credible, manageable, affordable, and enduring. This is a pre-solicitation notice only. It is anticipated that a BAA providing more details into this program will be released in the June-July 2015 timeframe. The BAA will be available at www.FedBizOps.gov. An Industry Day will be held shortly after the BAA is posted.
