Description
The solicitation will be posted on or about February 12, 2015. This solicitation will be issued under W5J9CQ-15-R-0002. Please refer to W5J9CQ-15-R-0002 for all future correspondence regarding the U.S. Army Tactical Exploitation of National Capabilities (TENCAP) Systems Engineering and Technical Assistance requirement (RFI W5J9CQ-13-R-0008, dated 25 July 2015). The US Army Corps of Engineers, Army Geospatial Center (AGC) intends to award a Single Award Task Order Contract (SATOC) with Cost-Plus-Fixed Fee (CPFF) and Firm Fixed Price CLINs for one base year plus two option years. The requirement is for Systems Engineering and Technical Assistance (SETA) services for the Army Tactical Exploitation of National Capabilities (TENCAP) office. The AGC contracts office will execute the award utilizing a full and open competition. The North American Industry Classification Systems Code (NAICS) for this requirement is 541611. The small business size standard is $15.0M. Your response should identify your business size (large or small) in relation to this NAICS code. All Key contractor personnel shall possess TOP SECRET clearances and be TS/SCI eligible at contract award. All remaining contractor personnel shall possess TOP SECRET clearances and be TS/SCI eligible within 30 days of performance start date. The contractor is required to have a TOP SECRET facility clearance with SECRET safeguarding capabilities. This SETA effort encompasses a broad range of technical, engineering, analysis, and program management support functions. Technical skills will be applied in the environment of Intelligence, Surveillance, and Reconnaissance (ISR) technology and operations. Army TENCAP requires expertise in operations of national and tactical intelligence systems including Signals Intelligence (SIGINT), Imagery Intelligence (IMINT), Geospatial Intelligence (GEOINT), and Information Assurance domains. Provide expertise in technical and operational issues associated with national and tactical systems which includes, ground and space architectures; constellations; dissemination systems; and, current exploitation systems. Employ technologies to include: computer hardware and software; processing and exploitation of IMINT, GEOINT, and SIGINT sensors (imagery and signals intelligence); networks integrated with an Enterprise; communications systems (SATCOM, Terrestrial and Mobile); and Cloud computing. Army TENCAP also has needs for products across the technical and business areas of: Advanced Prototyping; Technology Development and Transition; Integrated logistics support to include Operations and Maintenance, Training, and Fielding; Test and Evaluation services; knowledge management; and resource and program services. Travel to both military and non-military locations, both in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) is required and could potentially be required to deploy in support of a crisis or actual military operation. Performance will take place in CONUS locations. Primary location is the Army TENCAP office in Alexandria Va. Approximately 90% of work force will work at the Army TENCAP office. The remaining 10% of the work force will be at various Commercial, Government, and Agency facilities in the greater Washington DC area or liaison positions within CONUS. The solicitation will be posted on or about February 12, 2015. The award of the contract shall be based upon a best value analysis and evaluation.
