- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-15-R-0060 is issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-78. The requirement is not a set-aside. The associated NAICS code is 334511. The small business size standard is 750 employees. The Government reserves the right to award contract without discussions. Contract line item numbers (CLIN's) with items, part number, quantities, and units of measure delivery, are as follows: CLIN DESCRIPTION QUANTITY U/I UNIT PRICE TOTAL PRICE 0001Low Capacity Calibration Kit, TCS1500-LCKIT (brand name or equal). Deliver four (4) months after receipt of award. 26EA 0002Low Capacity Calibration Kit, TCS1500-LCKIT, Option 25EA 0003Shipping1EA Description of the requirement is as follows: Solicitation Number W31P4Q-15-R-0060 is issued as a request for a Firm Fixed Price quote for a brand name or equal product. The US Army Contracting Command, Redstone Arsenal, intends to issue a sole source contract to DYNETICS, Inc, 1002 Explorer Blvd, Huntsville, AL 35806. The statutory authority permitting other than full and open competition for this requirement is 10 USC 2304 (g)(1)(A), as implemented by Federal Acquisition Regulation (FAR) 13.106-1(b)(1) entitled - quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark. The Government intends to use the policies and procedures of FAR Part 12 in conjunction with those at FAR Part 13 for this effort. Warranty: One (1) year quote mark Shipped To quote mark as follows: Product shall be shipped in place until receipt of Government request to ship. Ship to address: U.S. Army TMDE Army TACMS RD, Bldg 3651 Redstone Arsenal, AL 35898-5400 Inspection and Acceptance shall be at Origin. FOB is at Destination. Delivery shall be available for shipment no later than four (4) months after receipt of order with earlier delivery being acceptable at no additional cost to the Government. Terms and conditions for this requirement are consistent with customary commercial practices. Contract financing is not authorized. There shall be a standard commercial warranty. Standard commercial packing and shipping is sufficient. Special instructions as follows: (1) Packaging: Standard commercial packing for the Low Capacity Calibration Kit, to include individual containers for each Low Capacity Calibration Kit. Components, manuals, accessories, ect., shall be packed with each Low Capacity Calibration Kit. (2) Marking/Labeling: Packages shall be marked IAW MIL-STD-129F. The provision at 52.211-6 -- Brand Name or Equal (Incorporate by reference) The provision at 52.212-2, Evaluation -- Commercial Items, is applicable, and the specific evaluation criteria to be included are technical capability of the item offered to meet the Government requirement, price, and past performance. Lowest price technical acceptance is the sole evaluation factor. Non-cost factors are of equal importance to price. The provision at 52.212-3, quote mark Offeror Representations and Certifications -- Commercial Items quote mark, supplied with offer. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Clause 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports -- Payment method shall be through Wide Area Work Flow. DFARS Clause 252.232-7006 -- WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition and additional FAR clauses may be cited as needed. 52.246-2 -- Inspection of Supplies -- Fixed-Price. (Incorporate by reference) All quotes are due no later than 4:00p.m. (CST), 03 Feb 2015, to the Army Contracting Command, Redstone Arsenal, Building 5250, Room A300, Redstone Arsenal, AL 35898-5280. All responsible sources may submit an offer which shall be considered by the agency.
