- Description
- The U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division, in support of the Joint Program Executive Office - Chemical and Biological Defense, Joint Program Manager - Guardian Product Manager - Joint Force Protection Systems (JPdM-FPS) has a continued requirement for Integrated Commercial Intrusion Detection System Increment 5 (ICIDS V). ICIDS is a highly secure, standardized Intrusion Detection System (IDS) using state-of the-art commercial technology. ICIDS provides Commanders the means to detect and assess the unauthorized intrusion or attempted intrusion of protected areas. ICIDS is used by security and law enforcement agencies at Department of Defense (DoD) worldwide Installations providing a standard intrusion detection capability to protect critical facilities. The ICIDS-V contract will be awarded as a Service Disabled Veteran Owned Small Business (SDVOSB) set aside to support promotion of socio-economic goals. The Government anticipates a single, six-year, Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a two-year base ordering period and four one-year optional ordering periods, with a ceiling of $99M. The ICIDS-V acquisition approach is based on the use and integration of Commercial-Off-The-Shelf (COTS) components. A single DO will be awarded for each Installation that includes site survey, site design, hardware and software acquisition and integration, fielding, Cybersecurity and Contractor Logistics Support (CLS). This acquisition will ensure the ICIDS-V systems fielded across all Installations are based on one integrated, Government-approved system configuration. The Government anticipates releasing a Draft Request for Proposal (DRFP) on or about 30 January 2015 that will be open for fourteen (14) days. There will be NO Pre-Proposal Conference or Industry Day. Comments related to this Synopsis should be submitted via email to jennifer.a.kotar.ctr@mail.mil from the Natick Contracting Division.
