Description
In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract, and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Section, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to CNA Corporation, for a bridge contract to continue exercise evaluation support services until the award of a new competitive acquisition is completed for these services. The Contractor shall furnish all necessary contract personnel, materials, service, equipment and facilities to moderate high seismic risk by providing expert consulting services, program evaluation, research and analysis, partnership development, outreach and educational materials, and regional support. The time allotted before the existing contract expires is not sufficient to solicit new bids or proposals for continuity of services prior to the expiration of the existing evaluation contract. Furthermore, an interim "bridge" contract is necessary to maintain continuity of mission-critical services while allowing time to make competitive award(s) for future services. For this support, FEMA OCPO intends to award a contract to the incumbent contractor CNA Corporation, having a six (6) month base performance period, and having a (6) month option period, for an overall potential performance period of (12) months. The proposed contract is for the continuation of services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting. The North American Industry Classification System Code (NAICS) is 541611.
