- Attachment A - DRAFT Impact Evaluation of Teacher Preparation and Professional Development PWS ***THIS NOTICE IS NOT A SOLICITATION or REQUEST FOR PROPOSALS.*** The National Center for Education Evaluation and Regional Assistance ("NCEE") of the U.S. Department of Education's (the "Department") Institute of Education Sciences (IES) anticipates the release of the Feasibility and Design of an Impact Evaluation of Teacher Preparation and Professional Development solicitation in mid-March 2015. The Department intends to award a contract that will assess the feasibility of various design options to conduct an impact evaluation of teacher preparation. The anticipated contract will provide much needed information to thoughtfully design a complicated large-scale study of teacher preparation. The anticipated contract will include information to identify areas of focus for the evaluation with feasible design options that incorporate random assignment. The anticipated contract will include work to provide options of which aspects of teacher preparation and professional development are most amendable and policy relevant to study. The anticipated contract will also include site visits to preparation programs and information gathering from potential providers and experts in the field to inform feasible study options. The work includes a Technical Working Group ("TWG") meeting and a study design report. The anticipated contract will have a period of performance of nine (9) months from the effective date of the award, with no option periods. The prospective Contractor will be required to perform six (6) key tasks to complete the work in the anticipated contract. These tasks are as follows: •Task 1) Opening Meeting with the Department •Task 2) Identifying Preparation Experiences for Study Focus •Task 3) Identify Professional Development Experiences for Study Focus •Task 4) Study Design Options Report •Task 5) Technical Working Group For the Evaluation •Task 6) Reporting Requirements Please review "ATTACHMENT A: DRAFT Impact Evaluation of Teacher Preparation and Professional Development Performance Work Statement (PWS)" for full details regarding the scope of work in its entirety.
