Description
This is a Sources Sought Synopsis to conduct market research for developing a procurement strategy for an upcoming electrical construction contract for correcting electrical deficiencies at the Department of Veterans Affairs, VA Roseburg Healthcare System main campus at 913 NW Garden Valley Blvd, Roseburg, OR 97471. The site and campus buildings are listed as eligible for the National Historic Register. Magnitude of construction project is between $1,000,000 and $2,000,000. Responses from this notice will assist in determining if the acquisition should be set-aside for competition among small business concerns. The NAICS code for this procurement will be 236220, Commercial and Institutional Building Construction, and the small business standard is $36.5 million. Project Summary: The U.S. Department of Veterans Affairs is planning the Correct Electrical Deficiencies at VA Roseburg Healthcare System main campus in Roseburg, OR in accordance with the scope of work and applicable specifications. Project includes High-Voltage, and Low-Voltage distribution systems. Work includes, but not limited to high-voltage switchgear, cables, sectionalizing equipment, and transformers. Work includes Low Voltage switchgear, circuit breakers, panelboards and directories, low-voltage conductors, conduits, and grounding systems. Contractor shall modify fire sprinkler piping, interior walls, ceilings, floors, and certain other items. Project Location: Department of Veterans Affairs, VA Roseburg Healthcare System main campus at 913 NW Garden Valley Blvd, Roseburg, OR 97471. This announcement is for planning purposes only and does not constitute a solicitation for competitive bids/proposals. This announcement is not to be construed as a commitment by the Department of Veterans Affairs. No contract will be awarded from this announcement. All interested parties who believe they can meet the requirements are invited to submit responses, via e-mail, to the attention of Sheryl Chesnutt, Contract Specialist, by email: sheryl.chesnutt@va.gov. No telephone calls will be accepted. Responses to the Sources Sought Synopsis should be received as soon as possible but no later than 2:00 PM (Pacific Time) on 11 February 2015. In order to be considered, you are requested to provide, at a minimum, the following information in your response and/or narrative: Company name, address and phone number. 1.Company name, address, and phone number. 2.Company DUNS number and point of contact with phone number and email address. 3.Socio-Economic Category. Business size (e.g. certified 8(a), small business, women-owned small business, small disadvantaged business, Historically Underutilized Business Zone (Hubzone) small business, service-disabled veteran-owned small business, or veteran-owned small business) to include any official teaming arrangements as a partnership or joint venture. 4.Bonding capacity and bonding information. 5.Written confirmation your company intends to submit an offer. (Request you only respond if you have a genuine interest in the project and will definitely submit a bid/offer.) 6.Company profile to include certified NAICS code it is registered for. 7.Proof your company has received a contract, conducts business, or has bid on, similar work in the general locality of the project. 8.If your company has not done business in the general locality, explain why your company is interested in the project and how you intend to overcome the obstacles of bidding and working in a new location (i.e. subcontractor and supplier plans, superintendence, project management, customer relations, etc.). 9.Details of similar projects and state whether you were the Prime or Subcontractor: Required, at a minimum, three (3) projects completed within the last ten (10) years that are relevant to the work that will be required under this project. NOTE: Information provided will be held in strict confidence. No more than 5 standard 8 ½ x11 pages with 1 inch margins on all sides and font no smaller than 10 pt will be accepted. Comments will be shared with the Government and project management team. The government will not reimburse responders for any cost associated with providing information in response to this announcement.
