Description
Information to Offerors: The following paragraphs address numerous questions asked in response to the recently posted presolicitation notice. Period of Performance and Final RFP date: The anticipated period of performance for CLOIS has changed from the original draft versions which showed a 1 Oct 15 start date. You may have noticed this in your review of the updated TEP worksheets. At this time, it is anticipated that the phase in period for CLOIS will begin 1 Dec 15 and run through 29 Feb 16. Full performance of CLOIS would then begin 1 Mar 16. While the performance period is changing, this does not mean the RFP will be delayed. The presolicitation notice was issue in anticipation of being able to issue the final solicitation in the very near future. In order to allow industry to be prepared for issuance of the Final RFP, the notice advices that you should not expect it any earlier than 15 days from the date the notice was posted. As discussed during industry days, the proposal period has been set for 45 days. Combining these two facts, you can deduce that the earliest date proposals may be due would be 60 days from 27 Jan 15. Draft Documents versus Final Documents: Numerous documents have been previously uploaded to FBO. These documents were draft and cannot be used as the final solicitation. This DOES NOT mean the information in them is invalid. Final documents should mirror very closely with the documents you received in draft form. Several PWS appendices are undergoing minor revisions in response to industry questions. In most cases, the responses to the questions will allow you to see where the change was made. All documents must be reposted in final form with the final solicitation. The same type of documents which were in the restricted area of FBO for the draft documents will be in the restricted area for the final solicitation. If you do not already have access to a restricted access document and anticipate needing it for the final solicitation, you should request access now to speed the process once final documents are released. Instructions for requesting access to the FINAL Solicitation Documents: 1) All parties interested in viewing the Solicitation documents must be registered on FBO. 2) Parties must request access via FBO to view/download the restricted access portion of the Solicitation package. 3) Parties who have already provided a completed Restricted Access Request Form will not need to go any further. If FBO requires a new authorization, we will use your previously submitted form to grant access once you request it. However, you must request access to the restricted access area documents when they are posted in order for us to have a means to give you access. If you do not do this step, we have no means of connecting you to the restricted documents. 4) Parties who have not previously provided a completed Restricted Access Request Form and received access MUST send an email to cartama.ramoscrafton@us.af.mil AND candon.haynicz@us.af.mil requesting the FBO Restricted Access Request form. Fill the form out, sign it and return it in order to receive access. You must request access to the restricted access area documents in order for us to have a means to give you access. If you do not do this step, we have no means of connecting you to the restricted documents. Completing the process from form initiation to obtaining documents can take several business days. Please plan accordingly so your access is in place before the final documents are released. Questions: Answers to previously asked questions on the DRAFT documents are continually being worked and will continue to post to the Special Notice leading up to the posting of the FINAL Solicitation documents. Once the Solicitation is posted all Questions must be pertaining to the Final Documents.
