- Minimum System Requirements for Webinar Invitation for Capability Statements for Supporting Accountability in Adult Education DRAFT Performance Work Statement Outline for Supporting Accountability in Adult Education The U.S. Department of Education (Department), Office of Career, Technical, and Adult Education (OCTAE) is seeking a contractor for the new procurement, Supporting Accountability in Adult Education. The services described in the outline of a draft Performance Work Statement (PWS) support OCTAE’s performance accountability system for adult education. This support includes the provision of technical assistance to States and local education systems in the form of webinars, site-based trainings, and written guidance related to the performance accountability system. The Department requires technical expertise in the design and implementation of State data systems to collect, report, and analyze the performance of adult education programs. The Department also requires expertise in the analysis and presentation of performance data, including the preparation of annual reports to Congress, and the design and maintenance of a web site that serves as a repository of technical assistance information for State officials and the public at large. The Department is currently engaged in market research to identify potential offerors, clarify OCTAE’s requirements, and remove barriers to maximize competition. Interested parties are invited to participate in a Webinar on Wednesday, February 4, 2015 at 1:00 pm EST, when the Department will share its vision and goals for the procurement.
