- Health Physicist Consultant Synopsis: This is a combined synopsis/solicitation for a commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-79). The solicitation number for this requirement is W91ZLK-15-T-00046. This requirement is being solicited as Total Small Businesses set aside. The associated North American Industry Classification System (NAICS) Code is 541690 (Physics consulting services). The Government contemplates an award of a Firm-Fixed Price contract to the lowest priced technically acceptable responsible offeror for one base year and two option years. I-DESCRIPTION OF REQUIREMENT: 1.Senior Health Physicist consultant shall support and ensure ECBC is in compliance with the ECBC Radiation Safety Program (RSP) and ECBC's Nuclear Regulatory Commission (NRC) License requirements. The RSP assures safe working conditions, compliance with Department of Defense (DoD), the Army rules/regulations and is critical in maintaining the broad scope NRC material license. 2.Health Physics Support Services will be used to provide ECBC with a contractor Senior Health Physicist consultant to assist and consult the ECBC Radiation Safety Officer/Laser Safety Officer with surveys, inspections, audits, inventory control, waste handling, decommissioning, dosimetry program, shipping and receiving, accidents or incidents, license renewals, training, sample analysis and administrative services. The Senior Health Physicist will be required to analyze/identify unknown radiological waste, consult on radiological research projects and consult on indoor and outdoor class 4 laser research projects. 3.The contractor will provide a Senior Health Physicist for approximately 16 to 20 hours a month and is based on two-eight hours days on-site and up to four hours for phone/email communications if needed, during the month. Additional hours may be needed to support projects or work that would require a Senior Health Physicist's knowledge and expertise. 4.The Senior Health Physicist will attend and participate in the Radiation Control Committee meetings. Evaluation Criteria Personnel Qualifications: In order for the candidate to support the ECBC Radiation Program, the Contractor shall provide a Health Physicist Consultant that meet the following qualifications: a.Bachelor's degree in health physics or any other of the physical or biological sciences. b.At least ten years experience in operational health physics or radiation safety program management. c.Been previously named the Radiation Safety Officer for a military broad scope NCR license. d.Experience with U.S. Army Radiation Program requirements. e.Experience with ionizing and non-ionizing radiation including industrial x-ray producing devices (cabinet, Scanning Electron Microscope (SEM), X-Ray Diffraction (XRD), X-Ray Fluorescence (XRF) and all lasers classifications. f.Experience with NRC license renewal process. g.Experience with decommissioning procedures following Multi-Agency Radiation Survey and Site Investigation Manual (MARRSIM).
