- This pre-solicitation notice is for services similar to those that were identified in the sources sought/market research notice AG-3187-S-14-0007. AG-3187-S-14-0007 has been cancelled and the procurement will move forward under AG-3187-S-15-0020. If you responded to the sources sought notice your company is already on the source list for this solicitation. You do not need to be on the source list in order to respond to the upcoming solicitation under AG-3187-S-15-0020. Established in 1905, the USDA Forest Service (FS) is a federal agency that manages public lands in national forests and grasslands under a founding principle, "To provide the greatest amount of good for the greatest amount of people in the long run". The agency's mission is to "sustain the health, diversity, and productivity of the Nation's forests and grasslands to meet the needs of present and future generations". The FS has the responsibility for stewardship of more than 193 million acres of the nation's forests and grasslands; for developing and communicating scientific knowledge through research and development that leads to informed natural resource decision-making; for delivering technical assistance through state and private forestry programs; and for sharing knowledge and experience with others in the global community through international forestry. Within FS, Human Resource Management (HRM) provides comprehensive human resource (HR) services to nearly 45,000 full-time and seasonal employees. HRM services include labor management and employee relations, employee development, staffing, classification, Equal Employment Opportunity, and other related functions. With a high number of seasonal employees because of fire season across the U.S., HRM has significant demand for its services, particularly in staffing and classification. Contractor services anticipated include staff augmentation services in the following areas: (1) Staffing and Recruitment (2) Classification and Position Management (3) Employee Relations (4) Labor Relations (5) Personnel Action Request (PAR) (6) Workforce Planning (7) Training Development Programs (8) Workers' Compensation (9) Benefits Services (employee and retirement) (10) Performance and Awards (11) Records Management (12) Pay & Leave (13) Work Life Programs (14) Personnel Security (15) Coaching Services (16) Consulting Services
