This is a sources sought announcement ONLY and is NOT a request for proposals or quotes. The VA New Jersey Health Care System (VANJHCS) requires 24 hour, 7 days per week, 365 days per year Ambulette Service for Veteran beneficiaries of the East Orange Medical Center, Lyons Medical Center, and associated clinics. Anticipated period of performance is 4/1/2015 - 3/31/2016. Requirements include provision of "through the door" assistance for beneficiaries, including help maneuvering stairs and other barriers. Services may be required throughout the states of New York, New Jersey and Connecticut. Vehicles and personnel must meet federal Department of Transportation regulations to provide special needs transportation in New Jersey, and contractors must comply with Federal, State and local code/regulations regarding the operation of such services. These regulations include but are not limited to Federal Specification KKK-A-1822, National Fire Protection Association (NFPA) 1917, New Jersey Department of Health and Senior Services - Manual of Standards for Licensure of Mobility Assistance Vehicle and Ambulance. Transport requests are typically placed by the end of the prior business day; same day requests require 60 minute response time. Estimated service requirements are as follows: The number of one-way trips in FY15 is projected to be approximately 18,725. The total number of one-way trips that are expected to exceed the 10-mile base mileage threshold is projected to be approximately 9,363.
