Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Law Enforcement Traffic Safety Initiatives IDIQ Contract Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business concerns that may be interested in and capable of performing the work described herein to provide timely, efficient, effective support to NHTSA, and its partners, in the management of traffic safety programs that include but are not necessarily limited to NHTSA priority programs, NHTSA highway safety projects, curricula, and aligned program activities, professional certifications and credentialing for advanced law enforcement training, technology standards, officer safety issues, impaired driving program management, and responding to emerging issues that impact traffic safety or law enforcement. NHTSA welcomes all qualified Small Business concerns, and any other firms with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed types of projects as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: Law enforcement has played a critical role in supporting the mission of NHTSA through specific and general enforcement activity, training, and myriad efforts to focus attention on traffic safety. NHTSA's Office of Safety Programs and the Enforcement and Justice Services Division serves as the primary point of contact with law enforcement professional and membership organizations to plan, organize, promote, and maintain on-going traffic enforcement and traffic safety programs around the country. Areas of concern include: alcohol-impaired driving, drug-impaired driving, non-use of occupant protection restraints; speeding and unsafe driving behaviors, pedestrian/bicycle safety, motorcyclist safety, novice drivers, older drivers; driver education and training, enforcement, prosecution and judicial services; and officer safety. OBJECTIVE: The objective is to provide timely, efficient, effective support to NHTSA, and its partners, in the management of traffic safety programs that include but are not necessarily limited to NHTSA priority programs, NHTSA highway safety projects, curricula, and aligned program activities, professional certifications and credentialing for advanced law enforcement training, technology standards, officer safety issues, impaired driving program management, and responding to emerging issues that impact traffic safety or law enforcement. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: • Program management • Technical assistance • Training • Policy Development and Implementation • Certification of law enforcement officers in specialty training • Assisting in the development of messaging and communication with the public or membership • Management of research efforts • Management of technical documents • Coordination with external governmental or private organizations to meet requirements of the contract or efforts that promote traffic safety initiatives • Publication of traffic safety and enforcement-based articles in national publications, newsletters, or other routine communications • Conducting workshops, conferences, or other program related activities • Supporting or managing curriculum development and maintenance • Active promotion or NHTSA enforcement periods, crackdowns, and priority programs • Providing NHTSA with time on meeting/conference agendas and schedules to promote priority programs and other issues of concern to the agency • Conducting research related to traffic enforcement, traffic safety, law enforcement operations, and officer safety issues Format of Corporate Capabilities Statement: Any interested qualified small business firms should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 5 calendar days from the date of publication of this notice.
