Description
The Naval Air Systems Command intends to issue a delivery order under an existing Basic Ordering Agreement for engineering services to support communications integration and navigation updates for the Tactical Tomahawk (TACTOM) All-Up-Round (AUR). This engineering and analysis effort will include integration and design impacts of the Advanced Weapons Communications Architecture (AWCA) and the Integrated Single Box Solution (ISBS) radio into the Tactical Tomahawk (TACTOM) All-Up-Round (AUR). For the purposes of the contract, NAVAIR intends to award the effort to Raytheon Missiles Systems, P.O. Box 11337, Bldg 9022, M/S K1, Tucson, AZ 85734-1337. Since 1998, Raytheon has been the sole developer, designer and manufacturer of the TACTOM Missile and as such solely possesses the data rights to the current TACTOM configuration technical data package. Raytheon currently manages the key requirements, interfaces, and integration and verification documents for the TACTOM. AWCA and the navigation updates will require extensive integration with TACTOM, particularly the Guidance and Electronics Unit-Redesign and the Operational Embedded Software. The integration will require specific engineering data for the TACTOM electrical, mechanical, firmware, software and functional interfaces. The systems/subsystems interfaces required to develop the integration designs include the guidance and control systems and executive computer control software, among others. Raytheon is the only known source capable of accomplishing the integration of the requirement as the sole source of the TACTOM Missile detailed technical data required to support this effort within the time to meet this requirement. This effort requires access to "Military Critical Technical Data". The data associated with the Tomahawk missile is export controlled and not available to foreign sources or representatives.
