- RFQ Amend 2 Vendor Questions and Answers RFQ Amendment 3 I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This action is being processed in accordance with FAR Part 12, FAR Subpart 13.5 "Test Program for Certain Commercial Items," and FAR Subpart 19.5. II. The solicitation number is D15PS00155. This solicitation is issued as a Request for Quotation (RFQ). The solicitation will result in the award of a Labor Hour purchase order with a Time-and-Materials type line item for Travel. The Acquisition Services Directorate of the Department of the Interior is issuing this solicitation for the purpose of entering into a purchase order after receipt and evaluation of quotations. It is the Government's intent to achieve best value through an award to the lowest priced, technically acceptable offer that conforms to the solicitation and provides a fair and reasonable price. This is a Brand Name requirement for Oracle Advanced Customer Support (ACS) Services that utilizes the exception of FAR Subpart 13.501(a). Please reference Attachment 1: Brand Name Justification for Other Than Full and Open Competition III. The solicitation document and incorporated provisions and clauses are those through Federal Acquisition Circular Number 2005-78, which was effective December 26, 2014. IV. Notice regarding set-aside and the associated small business size standard. This requirement is a small business set-aside. Oracle Advanced Customer Support (ACS) Services is defined as a service for this requirement. This NAICS reassessment is supported by the Oracle definition of effort as a service. The NAICS code associated with this requirement is 541511 Custom Computer Programming Services with a size standard of $27.5 million. See attached documents for completed Combined Synopsis/Solicitation, Attachment 1 - Brand Name Justification for Other than Full and Open Competition, AND RFQ Amendment 1. I.
