- The purpose of this SOURCES SOUGHT NOTICE is for market research purposes only based on the FAR definition found in FAR 2.101. No contract will be awarded as a result of this announcement, and no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up requests. The U.S. Department of Housing and Urban Development (HUD) is seeking feedback to determine the availability and capability of qualified small businesses (including certified 8(a), Small Disadvantaged, HUBZone firms; Veteran and Service-Disabled Veteran-Owned Small Businesses, and Women-Owned small businesses) to support HUD's Community Planning and Development (CPD) Data Analysis, Reports and Customer Support requirement. HUD's Office of Community Planning and Development (CPD) provides funding to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment and expand economic opportunities for low and moderate income persons. Funds are granted through formula allocation to entitlement communities and states for the following programs: Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investments Partnership (HOME), and Housing Opportunities for Persons with AIDS (HOPWA). Funds are also competed via Notice of Funding Availability (NOFA) for a Continuum of Care (CoC) program and HOPWA. CPD is seeking a contractor to support the Office of Community Development Block Grant, Office of Affordable Housing Programs, Office of Special Needs Assistance Programs and Office HIV/AIDS Housing Program. Required support includes data collection, entry, verification, and analysis; reporting, developing and documenting business and system requirements for CPD systems, usability testing, regulatory and policy analysis and development, recommendations. Work for this requirement also includes communicating and assisting CPD customers to include responding to complex inquiries, developing customer feedback instruments, collecting and analyzing feedback, and managing CPD's presence on HUD's intra and internet sites. This work will involve merging, aligning and analyzing data from the following CPD systems: Integrated Disbursement and Information System (IDIS), electronic Special Needs Assistance Program System (e-snaps), Grants Management Program (GMP), and Disaster Recovery Grants System (DRGR). Additionally, the HOPWA Performance database will also be a source of data for analysis and reporting. Specific Details and Instructions: All interested firms should provide a detailed description of your company's (including its teammates, if applicable) experience and demonstrated abilities to deliver each and every requirement as stated below: • Demonstrated experience analyzing large amounts of data from IDIS, e-snaps and DRGR. • Demonstrated experience addressing CPD customer issues with data entry, reporting and fund draws in IDIS. • Demonstrated experience conducting user testing and recommending changes, as needed for IDIS and e-snaps. • Demonstrated understanding of CPD programs through provision of technical assistance to customers, development of training materials and other policy documents, developed policy recommendations, development of regulatory and/or policy recommendations, etc. • Demonstrated expertise in soliciting customer feedback, including developing survey instruments, conducting surveys and analyzing results. • Demonstrated expertise in CPD competitive and formula grants management processes. • Demonstrated knowledge of Federal IT investment and Security policies. • Demonstrated experience performing Business Analysis towards reducing complexity or maintenance costs of Information Technology systems. • Demonstrated experience managing a federal website, including use of HTML, content management system(s), WYSWYG, writing and copyediting text, recommending enhancements, and web analytics software and creating usage reports. • Demonstrated ability to manage several complex tasks simultaneously. The section above defines the work requirement to be performed by full and part time staff. Teaming arrangements are acceptable, and the information required above on the company responding to this announcement, should also be provided for each entity expected to be teammates of the respondent for performance of this work. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. Within the capability statement, describe your understanding of the requirements by better defining the specific labor categories necessary to meet the desired requirement. Capability statements must address at least two prior contracts that reflect similar type and scope of work and the number of concurrent staff resources available. The anticipated period of performance is one (1) 12-month base period, including four (4) 12-month option periods. The NAICS Code is 541990. The small business size standard is $15M. Any response from interested firms will not result in a contract with the Government and the Government will not incur any obligation to pay for responses. Firms responding to this announcement shall respond with: • DUNS number. • Commercial and Government Entity (CAGE) code. • Size, particularly if a small business, a socially and economically disadvantaged business, a woman-owned business, a HUB zone small business concern, 8a, a minority institution. • Indicate if the firm is foreign-owned. Foreign-owned or controlled firms are not authorized to participate. • Evidence of sufficient personnel, facilities and experience to adequately support the Multifamily Mortgage Loan Servicing requirement. Interested firms responding to this notice must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be sufficient enough in detail, but not exceed ten (10) pages TOTAL, so that the Government can determine the experience and capability of your firm to provide the above requirement. Only electronic copies of capability statements will be accepted and shall be submitted to James Canady III at James.A.Canady@hud.gov no later than 10:00am EST on Tuesday, February 17, 2015. The email shall contain the following subject line: Response to Notice - CPD Data Analysis, Reports and Customer Support Requirement. No information or credentials offered via telephone will be accepted. The Government will not pay for any cost associated with providing capability information. This announcement does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. This announcement shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No funds have been authorized, appropriated, or received for this effort.
