Solicitation Number: DTNH2215RQ-00186 Description: The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with the University of Utah, School of Medicine, for the continuation of essential services to provide technical assistance to State EMS Offices, local EMS agencies, and EMS software developers as they convert or crosswalk to the NEMSIS standard, including version updates, maintaining the secure infrastructure to collect and manage data submitted by the States and Territories, maintaining and enhancing the NEMSIS national reporting system, and successfully coordinating the NEMSIS dataset with the Health Level 7 (HL7) Standard Development Organization and ANSI to assure interoperability with other health data systems Because there can be no interruption of NEMSIS service to the nation's EMS providers, it is also the purpose of this contract to maintain the existing TAC services while the transition strategy is being developed and implemented. This contract will continue implementation of the National EMS Information System (NEMSIS) and the National EMS Database and harmonize NEMSIS Version 3 with the electronic health record initiative and with regional and state level Health Information Exchange. Background: The Emergency Medical Services Agenda for the Future (NHTSA, 1996) articulated the critical need for EMS data. In October 2001, the General Accounting Office published a Report entitled: "Emergency Medical Services - Reported Needs are Wide-ranging, With Growing Focus on Lack of Data (GAO-02-28). This report spoke to the need for consistent information for: (1) improving EMS performance at the local level, (2) setting and monitoring national level policy, and (3) improving researcher's ability to assess EMS outcomes. NHTSA, in cooperation with the Health Resources and Services Administration (HRSA), funded a Cooperative Agreement with the National Association of State EMS Directors (NASEMSD) to develop and recommend alternatives for implementation of a National EMS Information System (NEMSIS) (FY01-04). This effort resulted in finalization of a Version 2 NHTSA Uniform Prehospital Dataset, a comprehensive Data Dictionary, and a physical database schema mapped to the NEMSIS dataset, with XML linkage. This was an important first step in standardizing EMS patient care documentation nationwide. In FY05, in order to begin implementation of NEMSIS across the country, NHTSA first funded the NEMSIS Technical Assistance, through a Cooperative Agreement with the University of Utah, School of Medicine. A second 5 year Cooperative Agreement was awarded in FY10, and extends through September, 2015. Purpose: The purpose is to develop and implement, over a two-year period, a strategy for transitioning some components of National EMS Information System and of the Technical Assistance Center to NHTSA. Determining the precise mix of elements that may be managed directly by NHTSA and which will be managed by the contractor, with NHTSA oversight, is complicated and will be determined through interactions among the TAC and NHTSA (including Chief Counsel, OCIO, NCSA and others). NEMSIS is critical to the EMS community, EMS researchers, other public stakeholders, and the Federal government. The collection of relevant prehospital patient care information can be of particular value to NHTSA, and other modes of USDOT, to enhance understanding of serious injuries resulting from motor vehicle crashes or related bicycle and pedestrian injuries, or other motor vehicle related incidents. The transition to NEMSIS Version 3 and the enhanced coordination and linkage of EMS data with crash data and other hospital and trauma databases increases the opportunity to evaluate motor vehicle related serious injuries on a state by state basis. The Contractor shall manage and perform all work associated with the maintenance and management of the NEMSIS Technical Assistance Center, the National EMS Database, and all related functions to ensure uninterrupted collection, management and reporting of EMS data received from State EMS Offices. The Contractor shall develop a two-year transition strategy that will aid the Federal government in an effective transition of NEMSIS. The anticipated period of performance is for a base period of twenty four (24) months. A cost plus fixed-fee contract is anticipated. Interested firms should identify their capability provide the services described above. The written response must include detailed information relating to the specific equipment being requested. Expressions of interest without sufficient detail to permit evaluation of one's ability to provide the requested items will not be considered. This notice of intent is not a request for competitive proposals nor is a Request-for-Proposal solicitation document currently available. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a proposal from University of Utah, School of Medicine on a noncompetitive basis for the work described. Responses must be received by the listed procuring office with 15 days from the date of publication of this notice.
