THIS IS A SOURCE SOUGHT ANNOUNCEMENT FOR WRITTEN INFORMATION AND INVITATION TO MEET WITH EPA REGION 9 STAFF ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. In preparation for a future procurement, the Environmental Protection Agency (EPA) Region 9 is conducting market research to determine the number and types of small business concerns (including SDB, HUBzone, 8(a), WOSB, SDVOSB) capable of performing the tasks listed in the draft statement of work as they relate to Hard Rock Mines (See Attachment in Fedconnect). The future procurement related to this Sources Sought is NOT intended to involve work related to the Tronox settlement. The requirement is for professional architect and engineering services to support remedial planning and oversight activities in region 9 which includes California, Nevada, Arizona, Hawaii, Guam, American Samoa, the Territories in the Pacific and Tribal Land for mine-related projects. The requirement may also include EPA Regions 6, 8, and 10. The services include site management; remedial investigation feasibility studies; engineering services to design remedial actions; engineering evaluation and cost analysis for non-time critical removal actions, construction management for implementing non-time critical removal actions, including issuing and managing subcontracts for removal and engineering services in overseeing construction; enforcement support, including oversight of remedial investigations/feasibility studies, remedial design and remedial action, and negotiation support; and other technical assistance, including community relations, sampling and analysis support, and pre-design investigations. The applicable NAICS code is 562910 with a size limitation of 500 employees according to the Small Business Administration (www.sba.gov). Interested firms that meet the small business size standard may submit a capability statement in response to this announcement. When submitting a capability statement, interested firms must demonstrate the capability and capacity to perform the work described in the draft statement of work as it relates to mine sites. As part of the demonstration of capacity, firms should include information regarding the size and scope of previous efforts pertaining to mining projects. Interested firms must also demonstrate that they have the necessary personnel with the requisite experience, labor, materials, services, equipment, and facilities to support the efforts delineated in the draft SOW. Also, firms must include the number of employees to determine eligibility as well as other sub-categories status such as Small-Disadvantaged Business, 8(a), Service Disabled Veteran Owned Business, Woman-owned business, etc. Only electronic submissions of capability statements will be accepted. Electronic responses shall be limited to 10 pages, including attachments, on 8.5 x 11 pages. Font size shall be no smaller than 11 pt. Submissions shall be in English. PDF or MS Word document formats are acceptable. Capability statements shall be sent to Mr. Zachary Slater at slater.zachary@epa.gov no later than 10:00am Pacific Daylight Time on February 19, 2015. Standard company brochures and literature will not be considered a sufficient response to this Sources Sought Notice.
