- Redacted Sole Source Letter for the Enhanced Flight Termination System (EFTS) Notice of Contract Action (NOCA) for Bourne Technology, Inc., to provide The Integrated Command Modulator (ICM) which is a fully Integrated Enhanced Flight Termination System (EFTS) encoded transmitter listed below The Air Force Test Center (AFTC), 412 Test Wing (TW/SETR), Edwards AFB, CA. intends to issue a Sole-Source contract to Bourne Technology, Inc. and provide the following items: 1. P/N Z01805 EFTS Integrated Command Modulator (ICM), Quantity of (1) Each. 2. P/N Z00703 EFTS FTR Test Case, Quantity of (1) Each. 3. P/N Z01009 EFTS Frequency POD, Quantity of (1) Each. 4. P/N Z01004 EFTS Key POD, Quantity of (1) Each. 5. P/N Z01022 EFTS Mission POD, Quantity of (1) Each. 6. P/N Z01028 EFTS Status POD, Quantity of (1) Each. The anticipated contract will be a Firm Fixed Price (FFP) Commercial Purchase Order. The statutory authority which permits other than full and open competition for this acquisition, is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b)(1)(i). This authority is supported by an approved Sole Source letter. It is the Government's intent to proceed with this sole-source action. The applicable NAICS code is 334511. The size standard as defined by the U.S. Small Business Administration is 750 employees. This notice neither constitutes a RFP or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the Contracting Officer identified as Mr. Alberto Safille.
