Description
Draft Technical Exhibits Draft Performance Work Statement (PWS) Synopsis: This Notice is for planning purposes only and shall not be misunderstood as a Request for Proposal or Request for Quote or as an obligation on the part of NIST for conducting a follow-on-acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. The National Institute of Standards & Technology (NIST) is seeking information on commercial vendors that are capable of providing Service Desk and Desktop Support Services. The mission of the Office of Information Systems Management (OISM) is to strengthen the research programs at the National Institute of Standards and Technology (NIST) through the effective, efficient and secure utilization of Information Technology (IT). The Customer Access and Support Division (CASD), located in Boulder, Colorado and Gaithersburg, Maryland is the customer facing, single point of contact between OISM IT service providers and end users/customers on a day-to-day basis. CASD serves as a center of excellence to ensure service management best practices are leveraged across OISM and has adopted the Information Technology Infrastructure Library (ITIL) Service Management framework for the delivery of information technology services. NIST is seeking contractor professional services in support of its Service Desk and Desktop Support services. The Service Desk and Desktop Support Services are being performed as separate contracts that were awarded to a small business. It was determined to consolidate them due to the fact that the services are integrally related. See attached Draft Performance Work Statement (PWS) for details. Period of Performance: The Period of Performance is for Base Year and 4 one-year option periods Indefinite Delivery Indefinite Quantity (IDIQ) with the option to extend services not to exceed six (6) months. Market Research After results of this market research are obtained and analyzed, NIST may consider or conduct a competitive procurement and subsequently award to small business socioeconomic programs (i.e., 8(a), HUBZone, SDVOSB, or WOSB programs or as a total small business set-aside. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. NIST is seeking responses from all responsible sources, including large and small businesses. Small businesses are defined under the associated NAICS code for this effort, 541519 Other Computer Related Services with a size standard of $27.5 million. Respondents will not be notified of the results of the information submitted. Companies with the capability to meet the requirements as described in the attached draft Performance Work Statement (PWS) may email a detailed response describing their capabilities to fulfil this requirement to abdul-kudus.yahaya@nist.gov no later than the response date for this sources sought notice. The following information is required to be provided as part of the response to this sources sought notice: 1. Name of the company, Company' s Cage Code and Duns numbers, company's business size and socio-economic status if any to the classification under the NAICS shown above. The name, telephone number, and e-mail address of a technical point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Describe experience providing services similar to the attached draft PWS. 3. Provide evidence of three contract experiences (for which you were the prime and not the subcontractor) of ongoing and/or former contracts, started or completed within the past three years that are similar in scope and equivalent in function to the work to be performed under the proposed contract as described in the attached draft PWS. For each experience, include: • the name and address of the client for whom the work was performed, • statement that you were the prime not subcontractor, • the general nature and scope of the work, • the period during which the work was performed, • the dollar value of the project, • the name and telephone number of the COR (or equivalent) who is knowledgeable about the vendor's performance on the project. 4. Demonstrate experience to transition and manage a contract staff of 20+ employees located at a facility other than your own. Discuss processes for providing timely and accurate invoices; recruiting and retention; benefits and training; procurement and quality. 5. Provide evidence of corporate certifications including CMMI and ISO. The response must be specific to the information listed above. Submissions should not exceed a total of 15 pages. Companies are requested to submit the aforementioned Information to the point of contact identified below by no later than 5:00 p.m. Eastern Time on February 17, 2015.
