Description
The purpose of this amendment is to correct previous Size Standard listed in Section 10 of SF 1449 and address questions from Offerors. As a result of this amendment said Size Standard has changed from $10.50 million to $38.5 million for NAICS 562112. Questions and answers are listed below. 1.The Price/Cost Schedule in the bid form lists "regulated" and "deregulated" vials and fluids (CLIN 0003 through 0005). Would you kindly define the use of those terms? In other words, is the waste regulated because of its radioactivity content, or is it regulated because of its hazardous constituents (i.e., toluene vs aqueous solutions)? ANSWER: There are two categories of waste with the disposal of liquid scintillation fluids. The two must be kept separate for purposes of disposal. Vials or bulk quantities of liquid scintillation fluids or organic solvents containing radionuclides other than H-3 or C-14, with activities of less than 0.05 uCi/ml are considered regulated liquid scintillation fluids, and as such are considered radioactive. Vials or bulk quantities of scintillation fluid or organic solvents containing only H-3 and C-14, with activities less than 0.05 uCi/ml are considered deregulated liquid scintillation fluids, and may be handled as a chemical waste. (Short answer: because of its radioactivity content). 2.To ensure appropriate treatment of waste prior to disposal, kindly advise as to the RCRA or other toxic/hazardous constituents that will be in any of the waste forms (i.e., CLIN 0001 through 0006) to be disposed of under this contract. ANSWER: No other toxic or hazardous constituents will be present. Some waste will contain blood or blood product mixed in aqueous solution and other is liquid scintillation fluid. 3. Kindly provide a listing of the radionuclides that may be present in CLIN 0001 through 0006. ANSWER: Cr-51, H-3, C-14, Ca-45, P32, Rb-86, Na-22, S-35, I-125, Co-57, Ge-68, Uranium from Uranyl Acetate and Uranyl Nitrate. 4Will the waste to be disposed of under this contract be staged for a single pickup during the base year and for each of the optional years, or does the VA Medical Center desire "on demand" pickups? If the latter, kindly advise as to how many pickups per year are likely for transportation pricing purposes. ANSWER: On demand with approximately two to four pickups per year. 5. Are the containers to be provided for waste staging to be delivered once during the base year and each of the optional years, or does the VA Medical Center desire "on demand" container delivery? If the latter, kindly advise as to how many containers and deliveries are likely for pricing purposes. ANSWER: On demand with approximately five boxes (18"x18"x24") and 1 pail (5 gallons) per pickup and one drum of liquid scintillation vial per year. 6. Will the waste to be disposed of under this contract be staged in a single location at the VA Medical Center, or is the winning contractor required to pick-up and consolidate the waste prior to shipping? If the latter, will a work area with tractor/trailer access (loading dock) be provided in order to perform the necessary consolidation, packaging, and manifesting? ANSWER: Staged at the VA Medical Center until ready for pickup.
