- Sole Source Justification The Federal Bureau of Investigation intends to Sole Source to Tara A. McCannel, M.D. an Expert Ophthalmology Ocular Oncology Specialist. Dr. Tara A. McCannel will be evaluating medical files and eye images for a Healthcare Fraud case. Per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All capability statements or quotes shall be submitted to the Contracting Officer David P. Yates by email. The email address is David.Yates@ic.fbi.gov.
