- Y - CONSTRUCTION OF STRUCTURES AND FACILITIES DESIGN/BID/BUILD (DBB) REPLACE COOLING TOWER, BUILDING 77H AT PHILADELPHIA NAVY YARD (PNY), PA. THIS IS A PRE-SOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic PWD PA announces its intention to procure a DBB construction package that shall provide a 25,000 gal/min (GPM) fiberglass reinforced plastic (FRP) cooling tower, including cooling water distribution system; process control system; concrete foundations; concrete piles; concrete water basin; steel pipe bridge to support fire suppression system; relocate existing electrical utility duct bank; and site civil/mechanical utilities. Site demolition/improvements include demolition of existing 25,000 gal/min wood cooling tower, including concrete foundation, and concrete basin. This announcement is set-aside 100% for Small Business under the North American Industry Classification System (NAICS) Code 236220 with a size standard of $36,500,000.00. A REQUEST FOR PROPOSAL (RFP) will be issued to obtain contractor qualifications for which the resulting contract, by means of a competitive Firm Fixed Price (FFP) procurement, will be awarded. The solicitation will be advertised as a total 100% SMALL BUISNESS set-aside. Formal source selection procedures will be followed to award to the lowest price technically acceptable offeror as prescribed by Federal Acquisition Regulations (FAR) Part 15, Part 19 and Part 36 as applicable. The solicitation will be issued as N40085-15-R-7516. The acquisition will result in the award of a FIRM FIXED PRICE (FFP) construction contract. The contract will be procured using competitive proposals as it has been determined in accordance with FAR 15.101 to be the most appropriate method of contracting for the subject project. PROJECT DESCRIPTION: The work includes the demolition and removal of a 25,000 GPM three cell wood cooling tower and concrete basin and replace with a new 25,000 GPM three cell Fiberglass Reinforced Plastic (FRP) cooling tower and concrete basin including excavation, piles, foundation, tower, piping, controls, and fire protection. The contractor shall replace various water pumps and drivers with new including some with VFD-controlled drivers. An overhead truss frame trestle shall be constructed to support pipe and cable running from an existing building to the new cooling tower. An underground duct bank shall be installed under this project for the local utility to relocate a 13.2 KV feeder from the site of the new tower location. The contractor shall demolish the existing tower after the new tower is commissioned and accepted by the Navy. The sequence of work is critical to minimize disruption of the process cooling water supply to the active NAVSSES test facilities. The work includes the following: 1.Installation of a field-erected 25,000 GPM fiberglass reinforced plastic (FRP) 3-cell cooling tower, including water distribution system, utilized for process cooling. 2.Installation of a new pile supported concrete foundation and cold water basin for the cooling tower. 3.Modifications to the existing 36 cooling water supply and return piping from the existing cooling tower to the new cooling tower, including the installation of new 36 tee s and valves. 4.Removal and replacement of six (6) 8,350 GPM vertical turbine pumps and removal and replacement of one (1) 3,800 GPM vertical turbine pump. 5.Removal and replacement of the existing pump VFDs and soft start controllers with six (6) new VFDs. 6.Installation of a new fire suppression system for the new cooling tower. 7.Installation of a steel pipe bridge to support the connection of the new fire suppression system to an existing pump house. 8.Installation of a new Plant Control System and Human Machine Interfaces for control of the new cooling tower, pumps and associated monitoring devices. 9.Demolition and removal of the existing 25,000 GPM three-cell wood cooling tower and concrete basin after the new cooling tower is commissioned and accepted. The sequence of work is critical to minimize any disruption of existing cooling tower support to active test facilities. 10.Site work includes removal and re-routing existing utilities, including a new electrical duct bank. The new duct bank will be used by the local utility provider to install new MV cables. Fencing, grading, etc. is also required. The contractor shall properly dispose of existing copper chromate acetate (CCA) treated wood in accordance with safety and HAZMAT removal requirements. The most current Davis Bacon Act Wage Determination for the Philadelphia, PA area will apply to the resultant contract. THERE IS NO PROVISION FOR ECONOMIC PRICE ADJUSTMENT. THE WAGE DETERMINATION WILL BE IN EFFECT AT TIME OF AWARD THROUGH THE COMPLETION OF THE RESULTANT CONTRACT. In accordance with FAR 36.204(g), the estimated magnitude of this project is between $5,000,000.00 and $10,000,000.00. If a site visit is scheduled; the site visit is NOT mandatory for contract award but is encouraged. If the offeror attends the site visit, it will be at your own expense. The Government will not compensate or be responsible for any associated costs of the optional site visit. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. The Government reserves the right to reject any or all proposals prior to award and also to negotiate with any or all offerors. OFFERORS ARE ADVISED AN AWARD IS ANTICIPATED WITHOUT DISCUSSIONS. Offerors should not assume they would be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals.
