Senior Police Advisor for Law Enforcement Reform and Development Washington, DC Issuance Date: 02/03/2015 Closing Date: 02/17/2015 SOLICITATION NUMBER: PSC-15-020-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. POSITION TITLE: INL Senior Police Advisor for Law Enforcement Reform & Development 6. MARKET VALUE: $107,325 - $158,700 (GS-14/15 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 8. PLACE OF PERFORMANCE: Washington, DC 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Bureau of International Narcotics and Law Enforcement Affairs is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the US Department of State. The Office of Criminal Justice Assistance and Partnership (INL/CAP) provides policy guidance and assists INL program offices, the INL front office, and the US Department of State in addressing the full range of criminal justice issues as they relate to criminal justice development programs globally. INL/CAP also assists INL in developing strategic partnerships with US state, county, municipal, and federal law enforcement, corrections and justice agencies, to improve the quality and personnel of INL programs. Purpose The Senior Police Advisor for Law Enforcement Reform and Development (SPA) is responsible for leading and assisting INL to maintain a robust technical police advisory capacity within the bureau. Law enforcement subject matter assistance and advice capabilities are intended to apply specific operational and organizational expertise into the assessment, design, implementation, and improvement of INL's law enforcement assistance programs and provide valuable insight into the intricacies of various foreign criminal justice institutions and systems. The SPA provides high-level recommendations to the entire INL bureau, including the INL Front Office, as well as more broadly within the J family of bureaus and the Department of State, and serves as a senior subject matter expert on a broad range of law enforcement issues as they relate to police development and reform programs globally. The SPA will provide technical law enforcement expertise within INL and interagency settings for activities directed at improving the capacity of INL and USG to provide international law enforcement development assistance. Specifically, the SPA will coordinate, participate, and guide the work of other police advisors in activities aimed at enhancing INL's ability to conduct analytic assessments of foreign police capabilities and current INL law enforcement assistance programs, and improve the design and implementation of new programs. The SPA will play a central role in contingency planning, program development and as a resource for the INL Front Office by providing expert guidance. Finally, the SPA will assist with outreach opportunities with law enforcement agencies and individuals on behalf of INL and their programs. Relationship The Senior Police Advisor for Law Enforcement Reform and Development reports to the INL/CAP Director (SES), Washington, DC. While in the field, the Deputy Chief of Mission will provide guidance. The SPA will act as team leader frequently for assessment visits, technical assistance visits, and related specialized police functions. Duties and Responsibilities 1) Provide strategic-level advice on a wide-range of policies and technical law enforcement matters related to US participation in international policing and INL foreign assistance programs directed at capacity building in police and criminal justice sectors. 2) Provide policy analysis and program guidance on law enforcement aspects of contingency, conflict prevention or anticipated stabilization and reconstruction missions to INL program staff, the INL Front Office, and other Department of State offices. Such guidance may include mission objectives; size and structure of an international police presence; rules of engagement for international police, coordination with interagency elements, budgeting, planning for development of indigenous police capacities and institutions, and training plans. 3) Coordinate and serve as a senior technical advisor for assessing, designing, and implementing international law enforcement development and reform programs, which are synchronized with all aspects of the justice system. 4) Provide expert analysis and development of concepts of operations, programming elements, and implementation strategies for US participation in capacity building efforts, using broad knowledge of and experience in US law enforcement and international police capacity building in the areas of organizational development, leadership, police training and career development, operational planning, ethics and corruption, gender integration, community policing, civil disturbance/public order management, internal affairs, crowd control, proper use of firearms, defensive tactics, and gender based violence. 5) Draft and review memos and reports that provide expert analysis regarding police programs and assessments for INL. Prepare complex briefs to convey information, interpret data, and inform decisions. 6) Lead or participate in senior level meetings, seminars, and exercises to provide expert level police input to help INL maintain and develop continuously the ability to respond to emerging issues appropriately. 7) Provide expertise/advice to INL in support of training and program requirements arising from requests made by INL's foreign partners. 8) Provide guidance to INL program officers and overseas posts in identifying and defining requirements by leading or participating in assessment team visits, providing detailed analysis and recommending specific courses of action to achieve identified foreign assistance goals. 9) Liaise and coordinate with senior government officials, U.S. embassy personnel, the interagency, and senior level (Chiefs) of major US law enforcement agencies, to better define host nation police needs, capabilities, and capacities that contribute to developing appropriate assistance and training programs, and leverage resources. 10) Develop and exercise a broad range of contacts at the command and Chief of Police levels within US federal, state, county, and municipal police agencies, as well as US police professional organizations. 11) Collaborate with various colleagues (e.g. Team Leaders, senior criminal justice advisors, program managers) to improve processes, implement recommendations, and conduct problem solving exercises. 12) Participate as a senior expert, speaker, and resource for INL, interagency, and law enforcement community engagements; in the absence or unavailability of the Police Team Leader, accompany Front Office principals to speaking engagements and meetings with high-level police officials. 13) Other duties as assigned by the INL/CAP director. Minimum Qualifications 1) Citizenship US citizen, able to obtain and maintain a DOS Secret security clearance 2) Education A Master's degree or equivalent from an accredited institution in the field of criminal justice and/or law enforcement 3) Computer Skills Proficient in Microsoft Office Suite and the ability to compose presentational materials for a senior level audience in PowerPoint 4) Work Experience a. A minimum of fifteen (15) years full-time, sworn law enforcement experience with a U.S. state, county, or municipal law enforcement agency, with progressive responsibility in the agency attaining a command-level rank (e.g. police chief, assistant chief, sheriff, undersheriff, commissioner, deputy commissioner) b. A minimum of three (3) years' experience operating in an overseas environment or supporting police development activities with foreign partners. c. Demonstrated ability to manage large and complex projects. d. Demonstrated experience designing, planning, evaluating, analyzing, and implementing government programs. e. Demonstrated ability to liaise with senior officials in the law enforcement and international community. 5) Leadership Experience a. Demonstrated successful command-level experience in a US state or local law enforcement agency. b. Demonstrated successful supervisory and leadership experience in a multicultural environment. c. Demonstrated ability to make sound decisions in a timely manner and to work on and bear responsibility for several projects simultaneously while keeping the overall program goals in perspective. d. Demonstrated ability and experience working with a wide range of US and foreign national personnel at all levels of an organization/government. 6) Knowledge a. Demonstrated broad knowledge of US and international law enforcement approaches, organizational development, and institutional development. b. Demonstrated knowledge of different types and complexities of foreign criminal justice systems and the impact they have on reforming and developing police institutions. c. Demonstrated knowledge of US State Department foreign assistance programs, INL's mission and goals, and challenges involved in implementing law enforcement and programs in developing countries. d. Proven ability to complete the Contracting Officer Representative (COR) distance-learning course through Foreign Service Institute (FSI) within 120 of contract award. Demonstrated experience and ability for successful interactions with senior leadership of US government agencies and US federal, state and local law enforcement agencies to initiate, negotiate and maintain partnership relationships. b. Demonstrate excellent oral and written communication skills, including ability to communicate solutions effectively to both technical and non-technical audiences 8) Specialized Experience Demonstrated ability to function effectively in adverse situations with flexibility to adjust and adapt to changing environments. Complexity The work involves analyzing, designing, and assisting in the improvement of multiple programs at one time. Although not a supervisory position, the work requires coordinating law enforcement-related INL/CAP technical assistance activities with other police subject matter experts. The work also involves working quickly on INL front office priorities and with DAS-level and higher principals. The ability to remain flexible and manage changing needs and schedules is essential. Personal Contacts The SPA will work closely with US chiefs of police, police professional organizations, INL program managers, US embassies, foreign government officials, and implementers of INL police assistance programs. Evaluation Criteria: Factor 1 Work Experience (25 points) Offeror's demonstrated knowledge and experience conducting international police training/capacity building and progressively increasing responsibility to achieve a command level position in a US state or local law enforcement agency; proven experience-conducting assessments of foreign law enforcement capabilities and US funded law enforcement programs. Factor 2 Leadership / Interpersonal Skills (20 points) Offeror's ability to work with all levels of law enforcement officials and ability to represent INL well at those levels; experience providing effective liaison with all levels of foreign governments and police agencies, multilateral organizations, and various USG agencies and police departments; ability to establish and maintain liaison with senior counterparts in USG agencies and US police commanders Factor 3 Knowledge (15 points) Offeror's demonstrated knowledge and experience working with international police development and reform programs, especially in the developing world; demonstrated knowledge of related foreign policy and international affairs issues Factor 4 Specialized Skills (15 points) Offeror's demonstrated experience providing expertise on law enforcement programs and a broad range of international law enforcement issues within a foreign assistance context Factor 5 Past Performance (15 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Factor 6 Diplomatic Experience (10 points) Demonstrated diplomatic experience coordinating and negotiating with foreign governments and international community partners; demonstrated ability to establish and manage sensitive relationships with foreign governments and US federal, state, and local law enforcement strategic partners. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
